Water Problems
Water problems continue to be a major problem in this community. We have
been plagued with leaks and broken water lines which leads to low water
pressure and in many cases no water. Many of our difficulties are caused
by an old infrastructure and aging pumps which can not meet the demands
of a modern population.
We have used all means at our disposal to
solve these problems. Our workers have worked on weekends and late
evenings to find and repair leaks. We have contracted with Kendall’s
Leak Detection Service with limited success. We have had officials from
Municipal Affairs to the Island to assess our problem and they have
agreed to give us some emergency funding.
On a more positive note, it now seems
that we will be able to move forward with our plans to develop a new
water delivery system for the Front area. This will involve putting a
new well on Steve Neary Boulevard and moving water to a 250,000 gallon
tank at the Front.
Please be assured that this is a major
issue for council.
Spring Cleanup
After a long and difficult winter, it is time to put a new face on our
community. We are asking all citizens to show pride in our community and
start a major cleanup. We would like for people to clean up their
property and get those fences repaired and looking good. There are still
a number of properties that are scarred by old wrecks and refuse. If you
bring the garbage to the edge of your property, council workers will be
around in May to clean up.
Federal/Provincial
Prison
The town has decided to jump into the competition to be the site of the
new Federal/Provincial Prison. We know that there are mixed opinions
about having such a facility in our community. Although there would be
many economic benefits, some people are concerned about security. Before
we make a firm stand on this issue, we would like to know how you feel.
We are asking all those who wish to express their choice, to contact the
Town Hall of a councilor with your preferred choice.
Clean Air for Kids
The Town of Wabana has agreed to support The Lung Association of
Newfoundland & Labrador in their “Clean Air for Kids” Campaign. This is
a provincial campaign to ban smoking in cars with children. We have
supported this very important health issue because of the risks
associated with second-hand smoke. It is our hope that the Provincial
Government will move forward on this issue in the near future.
Brighter Futures Coalition
Brighter Futures has assured the Town that they are committed to serving
the residents of Bell Island. They have continued to offer the Healthy
Baby Club program which is full to capacity with a waiting list.
Christine Whalen and Cynthia Crane are employed as Resource Mothers for
this program. In the upcoming months the organization plans to renovate
the building on Town Square and to have a community garden program
during the summer of 2008.

Town Management
Mrs. Diane Butler has been appointed Town Manager/Town Clerk
combining the two positions. In addition Mr. Edward Kent has been
contracted to handle certain files dealing with economic development and
government grants. After office hours (8:30 a.m. to 4:00 p.m.),
residents may call Mayor Gosine for any problems such as water being
off, snow clearing, etc. His numbers are 488-3168 and 685-9222. It was
also agreed that we advertise for an arena manager in the near future.
Sump Pumps
It has come to our attention that some residents have sump pumps
hooked up to the town sewage system. This practice should stop
immediately since it creates flooding in other areas of town during
heavy rain.

Earth Hour
Originating in Sydney, Australia in 2007, the Earth Hour campaign has
now gained global attention. As a result, at 8pm March 29, 2008 millions
of people in some of the world’s major capital cities will unite and
switch off for Earth Hour. The city of Toronto is asking municipalities
across Canada to join them for this event. The purpose is to send a
strong message to our national leaders that Canadians want decisive
action on climate change now.
Garbage Collection
We want to again remind all residents to place your garbage so that
it is visible and accessible for the collectors. Workers will not be
going onto property in search of garbage.
Municipalities Newfoundland & Labrador
Graham Letto, the President of Municipalities Newfoundland &
Labrador, has requested a meeting with the Honourable Dianne Whalen,
Minister of Transportation and Works to discuss some resolutions from
the recent MNL Convention. This is of particular interest to Bell Island
since one of the resolutions asks that the ferry service be declared an
essential service.

Town Manager
Mr. Curtis Mercer has submitted his resignation as Town Manager to the
town and it became effective on January 19. Mr. Mercer is leaving
because of an offer of employment with Services Canada. We wish him
every success in his future endeavours.
As a result of the resignation, the Town
Council has had a number of meetings to discuss the future plans and
configuration of the town management. We hope that this issue will be
settled in the near future.
Deputy Mayor Pendergast
Deputy Mayor John Pendergast was recently admitted to hospital and has
undergone bypass surgery. The surgery was carried out on January 24 and
at the time of this writing he was at the Health Sciences Complex. We
certainly join with all residents and wish him a speedy recovery and
return to his family
Katimavik
We would like to welcome Allison Hands, Project Leader, and the young
people from across Canada who are living in our community at this time.
We would like to remind seniors that these young people will provide
some snow clearing for seniors and those with disabilities. If you want
your name on the list call the town hall and leave a message.
Pre-Budget Consultations
As part of developing the 20080-09 Budget, The Government of
Newfoundland and Labrador has been conducting pre-budget consultations.
Roundtable discussions are being held in communities throughout the
province. The Town made a presentation at the Capital Hotel on January
21.The concerns raised by the Town of Wabana were the ferry service,
tourism, water supply, roads and the arena. The Town of Wabana was
represented by Mayor Gosine. The presentation is included in this
publication for your information
Cardboard on the Dump
As a result of provincial legislation, we are not permitted to burn
cardboard at the land fill area. This is causing some difficulty as
workers have to now bury the cardboard. We are asking that cardboard be
flattened and bound in bundles before it is delivered to the land fill.
Animal Control Regulations
It has come to our attention that dogs have been seen roaming during
snow storms and very cold weather. This is not only against the town
Animal Control regulations but constitutes cruelty to animals. We would
ask the cooperation of all residents to report such incidents to the
town hall.
Since a dog license is free, it is
mandatory that all dogs be licensed. This makes it safer for the dog and
more convenient for the owner. In the event that a dog gets free, the
owner can be contacted immediately. The first offence for a roaming dog
is $50; the second offence is $100; and the third offence is $150. In
addition the owner will be charged an impounding fee of $10 per day

Happy New Year
As we bid farewell to the year 2007, we look foreword with enthusiasm to
2008. On behalf of the Mayor, Councillors, and staff of the Town of
Wabana, we wish all who read this message a very Happy and Prosperous
New Year 2008. In the words of an Irish toast, we wish that “This New
Year, may your right hand always be stretched out in friendship, never
in want.”
Katimavik
On January 3rd the first of three groups of Katimavik participants will
arrive in our community and will start volunteering for the next three
months. Allison Hands, the Project Leader for Bell Island, will lead the
Katimavik participants while they live on Bell Island. During their time
on the Island participants will be volunteering five days a week with
the following community organizations: the Town of Wabana, St.
Augustine’s Elementary School and the Wabana Boys & Girls Club.
Additionally throughout all three trimesters participants will be
looking to develop their leadership skills through involvement in
community events, and encourages community members to provide
suggestions. If anyone knows of an event which could benefit Katimavik
please contact Allison at
bellisland@katimavik-atl.org . We encourage all residents to welcome
these young people into our community and to make them feel at home.
Snow Clearing Assistance
During the winter months, Katimavik volunteers will be helping seniors
and those with disabilities with some snow clearing during the winter
months. If you are interested in this service, please call the council
office and we will add your name to the list. The purpose of this
program is to provide accessibility for seniors and those with
disabilities. How often this assistance will be available will depend on
the number of people who want to take advantage of the program.
Garbage Collection
Because of the snowy conditions we are asking residents to make their
garbage accessible to the crews who pick it up. People who use garbage
boxes should have snow removed to allow easy access to the garbage.
Those who do not use boxes should place the garbage close to the road’s
edge to allow for easy pick up. Crews will not be climbing through snow
banks to collect garbage.
Remember, garbage collection starts at
7:30 a.m. and garbage must be put out at that
time to ensure pickup. During the winter, pickup routes may change from
week to week due to road and weather conditions. If there is bad weather
on the allotted date and garbage is not collected, it will be collected
the following day.
Broken glass must be placed in a sealed
cardboard box and clearly marked
"broken glass". This is to ensure the
safety of the garbage collection
crews.
Snow Clearing Regulations
We ask for the understanding and patience of all residents during and
after snow storms. It is the policy of council to start snow clearing in
a different area after each snow storm so that all areas will be treated
equally. After each snow storm, our first priority is to make a single
cut in all areas as soon as possible and the next step is to widen
streets. We can not move equipment around town to respond to every
individual request. If there is an emergency, the snow clearing crew
will respond to make a path for emergency vehicles.
We would like to remind residents that
all vehicles must be removed from town roads during and after snow
storms. Since cars parked on roads during snow clearing pose a danger to
council workers and the general public, we must insist on this policy.
We have advised council workers to report all parked vehicles that are
obstructing snow clearing. Such vehicles will be ticketed by the RCMP
and will be towed at the owner’s expense.
Town Commendation
On behalf of the Town of Wabana, we would like to offer our
congratulations and best wishes to Paula King, who recently donated one
of her kidneys to her brother John. Although we hear and read about such
acts of heroism and generosity in the media, it is rare to find such a
person in our midst. We wish all the best to Paula, John and the King
family.
Rezoning
The Town of Wabana has received an application for rezoning in the area
of Mercer St. The area is currently zoned under the town plan as
Residential Rural. The applicant has applied to have the area rezoned to
Residential Medium Density to allow for a business development. Before
any area of a town can be rezoned, it is necessary that the general
public be informed and consulted. If you have any questions on this
issue please contact the Town Hall.
Balanced Budget 2008
Budget 2008 does not include any increase in basic taxes. Some permits
have increased to bring them more in line with other towns of our size.
Dog licenses will now be free but the fines for offences under the
Animal Control Regulations have increased. The Tax Schedule for 2008 is
included in this publication and will be available on the council
webpage.

Greetings from Mayor & Councillors
The Christmas season has been observed on Bell Island for centuries.
Over this period our residents have witnessed significant changes in
their day to day lives. Today we have much to be thankful for with
improvements in medical care, education and living standards. The one
thing that has remained constant over the years is the spirit and true
meaning of Christmas. This year, on behalf of the Wabana Town Council
and staff, we would like to extend Christmas Greetings to all residents
and anyone who has returned home for Christmas in our historic town,
along with best wishes for a healthy and Happy New Year in 2008.
Welcome Back
We are pleased to announce that Mayor Gosine’s health has improved to
the point that he has assumed his duties as Mayor. We certainly wish him
all the best in his future endeavours.
DUMP SITE
The town dumpsite will remain open to the general public on Saturdays
until the winter weather starts. Notices will be posted in the usual
places around the town when the change comes into effect. Also we ask
that people remain off the dumpsite unless they are there to offload
household garbage or other debris. There is to be
absolutely no scavenging on the dumpsite. This is a very dangerous
activity
and we do not want to see anyone get hurt. Beginning in January 2008,
Provincial Government regulations prohibit the burning of any materials
on the dump site.
Municipalities Newfoundland & Labrador
At the 2007 MNL Annual Convention in St. John’s on November 14-17, the
Town of Wabana sponsored the following resolution: “Be it resolved that
the Newfoundland and Labrador Federation of Municipalities lobby the
Government of Newfoundland and Labrador to amend the Works, Services and
Transportation Act so that all 16 intra-provincial ferry services in our
province are deemed essential services and receive strike free status
designation.” This resolution was passed with a great amount of support
from municipalities all around the province.
Junior Blues
The Town has decided to support Jersey Sponsorship for the Family Drug
Mart Junior Blues by contributing $100. We certainly encourage
businesses in the town to support this worth while cause.
Katimavik Residence
The Katimavik program is looking for a residence for the groups that
will be volunteering in our community as of January 3, 2008. If anyone
wishes to offer a suitable place, please contact the town at 488-2025.
It is important to note that Katimavik does not allow any pets, smoking,
drinking, drugs, or parties in their houses. Participants also have a
curfew and are not allowed to wear shoes in the house. The type of house
they are looking for would ideally include the following:
• 3 bedrooms (1 for staff, 1 for males
and 1 for females)
• A large kitchen with fridge and stove included
• Large living room for group meetings
• Washer and dryer
• 2 bathrooms (if possible)
• Parking (for one van + one car)
• Be available for occupancy between December 1, 2007 and September 15,
2008
Burning Tires
It has come to our attention that on November 5 a number of “Bonfires”
in the community involved the burning of tires. It is common knowledge
that burning tires in the open is extremely harmful to human health and
the natural environment. The fumes emitted are packed with the many
dangerous toxic chemicals that tires contain such as benzene, lead, and
hydrocarbons. Additionally, the chlorine content in tires leads to the
creation of dioxins and furans (which are extremely toxic chemicals)
when tires are burned. We wish to inform the general public that the
practice of burning tires will not be tolerated in the future. As of now
there is a complete ban on the burning of tires in the Town of Wabana.

Katimavik
Katimavik is a national youth leadership program which involves young
people ages 17 to 21. Groups of 11 are sent to different communities
where they work on community projects and take part in structured
learning activities. The Town of Wabana has applied to become a
community partner. If we are successful, we will be able to get some
worthwhile projects done in our community. In the past Katimavik youth
have been involved in building hiking trails, restoring heritage sites,
doing work for the elderly, and much more.
Knights of Columbus 100th Anniversary
On November 29, 2009, the Knights of Columbus will mark their 100th
Anniversary in Newfoundland and Labrador. To mark the celebration the
Knights are sponsoring a contest for the design of a pin or slogan to
mark the occasion. The Town of Wabana would like to encourage our
students to participate in this project.
Arena
We would like to congratulate and thank Mr. Ford and the Arena staff for
their work and dedication in getting our facility in good shape for the
winter. Because of the increased cost of operation, it has become
necessary to institute a modest increase in rates. The rate for prime
time is now $90 per hour and non-prime is $75.
We would like to remind all patrons that
the Arena is a smoke free facility. This is a provincial law and will be
strictly enforced. If anyone is found smoking in the Arena he/she will
be banned from all activities at the Arena. We ask for your cooperation
in this matter.
Mayor Gosine
We are delighted to report that Mayor Gosine is recuperating very well
at the Miller Center. He is advancing very well with the physiotherapy
and hopes to be home in the near future. At last report he has even
given up his cell phones.

Water Conservation
Even though the summer season is over we have continued the total ban on
the use of water for outside purposes. We are also encouraging all
residents to use water conservation measures at home. Please make sure
that leaky faucets and flush boxes are repaired.
The new storage tank is now in place at
Memorial Street and we hope that this will alleviate some of the water
problems in the Front area.
We are sorry to report that our plan for
the major water project for the Front has run into funding difficulties.
We have therefore submitted a new application under the Gas Tax Refund
program to do the first phase of the project.
Mayor Gosine
As many people are aware, Mayor Gosine suffered a stroke in the past
month and is currently at the Health Science Centre in St. John’s. We
are pleased to report that he is recuperating and hopes to be out of
hospital soon. It is expected that he will spend a short time at the
Miller center for some physiotherapy. The Town Council and our employees
join with all residents in wishing the mayor a speedy recovery and
return to his family.
Citizenship Week
This year, Canada’s Citizenship Week will be held October 15-21, 2007.
The Town of Wabana has joined with the Government of Canada and passed a
resolution proclaiming Canada’s Citizenship Week. We would like to
encourage our schools to become actively involved in citizenship
activities. This should be a week to explore the nature of Canadian
citizenship and the underlying values of respect and freedom.
Council Dump
We would like to remind everyone that the Dump is only open to people
who are delivering garbage there. No one is permitted on the Dump for
any other purpose. Because of the proximity of heavy equipment,
wondering around the Dump during working hours is not only illegal but
dangerous. After working hours, the Dump is closed to everyone. We have
asked the RCMP to charge anyone at the Dump after working hours.
Animal Control
There have been a number of complaints of wandering dogs in some areas
of the community. We would like to remind all pet owners that all dogs
must be held securely on their own property and must be on a leash out
side the property. We have instructed the Animal Control Officer to deal
appropriately with wandering dogs.
Arena
The staff at the Arena has been working diligently to prepare the Arena
for the winter season. After replacing and repairing many pieces of
equipment, it is hoped to have the Arena open by mid October.
Murphy Centre
Governed by a volunteer Board of Directors, the Murphy Centre is the
only learning centre of its kind in Newfoundland and Labrador. The aim
of the centre is to provide academic, career/employment and lifestyle
education opportunities to primarily young adults as well as others that
need the service. Two Youth Outreach Coordinators from the center are
currently working in this community to make contact with individuals who
would benefit from their programs. If anyone would like to contact these
coordinators, please call the Town Hall for information.

Water Update/Total Ban
Although subtropical storm Chantal did not cause as much damage in this
community as in other communities on the North East Avalon, we did
suffer serious damage to one of our wells. The well on Memorial Street
across from Kelloway’s warehouse was damaged and has led to further
difficulties with the water supply in the Front area. In order to remedy
the situation Council decided to drill a new well adjacent to the old
one. This has led to limited success and a small flow of water. We are
now in the process of installing a tank in the area which can be filled
during slack demand periods. We have also redirected the water flow from
other areas of the community. As a result, we have established a total
ban on the use of town water for outside purposes. Because we have
interconnected most of the water lines on the Island, we are asking all
residents to conserve water. We thank you for your cooperation in this
matter.
Tidy Towns
On July 30, the judges for the Tidy Towns Committee visited Bell Island
for a 5 hour tour. The judges were escorted by Councillor Pat Craig and
Mr. Bill Ford. During the tour the judges did the Mine Tour and were
very impressed by the tour conducted by Ed Fitzgerald. We would like to
especially thank Lucina Murphy, Mike Laurie and Kevin and Beth Quigley
for allowing us to profile their properties and a special thank you to
Bill Ford who volunteered to give up a whole day to this project. We
would like to thank all those residents who have maintained their
properties and continue to make our community more beautiful.
Tax Recovery Group
The Tax Recovery Group is an Ontario based organization which reviews
the records of municipalities to identify GST and HST payments. Their
purpose is to identify over payments to the provincial and federal
governments which can be recovered. They recently reviewed the records
for the Town of Wabana and found that the staff is doing an exceptional
job of accounting and is in the top 2 percentile. Our staff is operating
in a manner better than 98 percent. We would like to congratulate and
thank our staff for doing such a good job.
Sports Field
The work on the Sports Field has continued with many interruptions such
as water problems. During the summer there have been a number of
incidents resulting in damage to the dugouts. We are presently
increasing the lighting in the area in the hope that this will deter
people from gathering on the field at night and causing damage. We are
asking all residents to cooperate with the town in this matter. If you
see people in the area please contact the RCMP. We have asked them to
enforce a strict NO LOITERING. The only people permitted on the Sports
Field at any time are council workers.
ATVs/Avalon Trailway Corporation
The Avalon Trailway Corporation has invited towns from around the
province to consider attending the first ATV Symposium in the spring of
2008. The purpose of the symposium is to look at how towns are dealing
with ATV use within their municipalities. The Avalon Trailway has
discovered that ATVs have become problematic because owners lack clear
information on the safe, legal, environmentally conscious operation of
their machines. The Town of Wabana would like to participate in this
symposium so that we can make our town safe for all residents.
New Phone System
In order to keep up with the changing technology, the town has decided
to update our phone system. This will enable our residents to be able to
access information on a timely basis at any time. This will also enable
our staff to simplify and streamline everyday communications. This new
system should be installed within the month.
Back To School
It is that time of year again when life gets back to normal and young
people go back to school. We certainly wish all our students from
Kindergarten to Level III a very successful and productive year. We
would like to welcome any new teachers to our community and hope you
enjoy your time working with our young people. We would especially like
to welcome the new principal for St. Augustine’s School, Mr. Ron Glavine.
We understand that Mr. Glavine will become a resident of the Island.
Killick Coast Games/Gold medal
On the week of Aug 13th - 15th, the Town of Portugal Cove – St. Philip’s
hosted the Killick Coast Games. The Town of Wabana entered a softball
team in the 11-13 division. Our town was well represented by a team from
the Boys & Girls Club. This team got many compliments from the other
teams and parents for their sportsmanship and positive attitude. There
were 5 teams in the tournament and Wabana defeated the Flatrock/Pouch
Cove team by a score of 9-3 to win a GOLD MEDAL. Members of this team
were Brendon Fowler, Bradley Butler, David Drover, Wayne Parsons, Dylon
Boone, Jordan Blackwood, Jamie Sheppard, Rielly Mitchell, Bradley Gosine,
Trevor Meadus, Michael Maloney, and Steven Cole. Congratulations to our
Gold medal winners. We are hoping that the 2008 Killick Coast Games will
be hosted by the Town of Wabana.

Welcome Home
We would like to welcome all visitors to the Island over the
summer months and hope you have a safe and fruitful visit.
If you are a “former” resident who has come home for a
visit, we hope you have a restful vacation visiting family
and friends.
Sports Field
Work on the Sports Field has begun and is progressing well
when weather permits. You may have noticed the piles of
sifted topsoil which will be spread when time and weather
permits. When the field is seeded we ask for your
cooperation to make sure the area is protected. We have
noticed a number of children on the field while work is in
progress. This is a very dangerous activity and we ask all
parents to keep their children off the field until the field
is finished. In fact,we are asking all residents to
cooperate as work progresses and to stay off the field.
We were disappointed at the
poor showing for the May 21public meeting to deal with the
field. Although very few people attended I would like to
clarify that The Town Council was represented. Town Manager
Curtis Mercer, Mayor Gosine, and Councillors Brian Kent and
Pat Craig were in attendance.
ATVs
The RCMP has reported some improvements in the proper use of
ATVs in the community. Since residents have been reporting
ATV abuses, the RCMP has been able to react in a timely
fashion. We ask all residents who are bothered by ATV users
racing near their property late at night to contact the RCMP
as soon as possible. With the cooperation of all residents
the RCMP will be able to respond in an efficient manner and
make this a safer community.
Tidy Towns
Tidy Town Newfoundland and Labrador recently informed us
that the judges Charles Collier, Harry MacDonald and Mike &
Sylvia Manning would be in the Town of Wabana on July 30th.
Judging was set to begin at 11:30 am at the ferry terminal
and was to take from 3 to 4 hours. By the time of your
reading this judging will be done. In the mean time we
appeal to all residents to keep your property clean, tidy
and in good repair.
Student Workers
After much confusion at the beginning of the Summer Student
Placement Program, we were successful in getting 21 student
positions. The student positions were allotted as follows: 6
with the ferry users committee, 5 at the museum, 2 at the
bakery, 2 with Kiwanis and 6 with the town.
Students with the town have been or will be working at
cleaning up various sites in the town, cutting grass around
town buildings, murals, and the Sports Field. On rainy days
they have been painting street signs that we hope to erect
as soon as possible. In the near future they will clean up
the site of the “Bell” on the Beach Hill.
Street Signs and Numbers
Within the next month we hope to have our street signs
erected at the end of each street in the town. This will
make it easier for tourists and visitors to get around town.
In the past we have had problems with street signs being
destroyed or torn down. We ask all residents to report
anyone who is seen damaging street signs. Once again we
appeal to residents to put street numbers on you houses.
Water Update
Although some areas of the Front are still plagued by water
shortages, there have been fewer problems this summer than
in previous years. We are pleased to announce that the
planned project to improve water delivery to the Front has
been approved by Municipal Affairs. We are presently working
out the plans to finance the project. When the financing is
arranged, we will be ready to proceed with construction.

Water Alert
We are into the time of year when we have an extra demand on our water
delivery system. Although we are working with the Department of
Municipal Affairs to obtain funding for improvements, we have to ask
residents to conserve water for the summer months. Please make sure that
there is no wastage of water in your home. We are asking all residents
to not use water for washing cars, watering lawns or filling pools
during the hours of 6am and 7 pm. If you know of a leak in the water
system, please call the town hall at 488-2025. With your cooperation, we
hope to avoid a total ban on the use of water for outside purposes
Sports Field Reconstruction
Council, with the help of the community, is putting major efforts into
the reconstruction and upgrading of the sports field located on Steve
Neary Blvd. As this is a facility to be used by members of the
community, we ask for your help to ensure that the work and efforts
being expended are not put to waste. If you notice damage to the field
please report it to the RCMP or the Town office immediately. We are
asking that the public refrain from using the ball field in this area
until further notice as we install new grass. This project is being done
by the community for the community. We are asking all residents to take
pride in this facility and make sure that it is not damaged.
Garbage Collection
Due to the fact that the tender for garbage collection has been awarded
to a new contractor, there will be some changes to the collection
schedule. Garbage that was previously collected on Monday, Tuesday or
Wednesday will all now be collected on Tuesday. Garbage that was
collected on Thursday will now be collected on Wednesday. Please take
note that garbage collection will begin at 7:30 am and that garbage
should be placed outside your property about 10 feet from the road.
ATV Problems
The RCMP will be stepping up patrols to deal with ATV users who are
violating the law and interfering with people’s enjoyment of their
property. We are asking residents to contact the RCMP if they are
experiencing difficulties with ATV users.
Tidy Towns
Tidy Towns is a non-profit organization committed to fostering civic
pride, environmental responsibility and beautification through community
participation and the challenge of a provincial competition. Each year
Tidy Towns sends out teams of skilled judges who travel to all parts of
Newfoundland and Labrador to visit communities that have registered in
the program. The judges evaluate on eight criteria: Tidiness Effort,
Environmental Effort, Community Involvement, Heritage Preservation,
Urban Forestry, Landscaped Areas, Floral Arrangements, Turf and
Groundcover Areas.
The Town of Wabana is participating in
the competition again this year and is asking for the cooperation of all
residents in making this a community to show off to the judges and all
visitors. If everyone were to clean up their own property, we would
indeed have a Tidy Town.
Bell Island Day July 22, 2007
Bell Island Day will mark the biggest celebrations of the summer. We are
inviting all residents and visitors to join us for a day of fun for all
members of the family. Any organization, group or individual interested
in securing booth space for Bell Island Day 2007 is asked to contact the
Town Manager at 488-2025. If the weather doesn’t cooperate, the event
will take place at the arena.
Summer Holidays
We are asking all residents and visitors alike to take extra vigilance
when driving during the summer. School is out and our young people are
very happy to be on holidays. Many of them will be on bikes and skate
boards and will not always watch for traffic. We ask you to watch for
them and make this a safe summer for all. We would like to welcome all
our visitors and former residents and hope you have a very happy and
safe stay with us. If you are visiting, drop in to the town hall and
meet the new Town Manager.
Council Meetings
Regular Council meetings will usually take place on the third Tuesday of
each month at 8:00 pm. All regular meetings are open to the general
public. If you plan to attend a meeting you should contact the town hall
to make sure it is going ahead as scheduled.
Mayor’s March On Heart Disease

and was well attended. We would like to thank all those who came out and
walked in aid of such a worthy project. We would like to especially

New Town Manager
Curtis Mercer is a native of Bay Roberts and recently graduated from
Memorial University of Newfoundland with a Bachelor of Commerce (Co-op)
degree. As a student, Mr. Mercer focused his studies in the areas of
small business/entrepreneurship and accounting. As part of the degree
program he was employed with the Atlantic Canada Opportunities Agency (ACOA)
for 1 year during which he gained some experience with economic
development at the municipal level. During the past month, he has spent
a great deal of time becoming familiar with many different files and the
different needs of the town. Mr. Mercer hopes to bring a new approach to
the town. On behalf of the community, we would like to offer our
congratulations to Mr. Mercer on the occasion of his convocation form
Memorial University on May 25.
New After Hours Emergency Protocol
Given that we have a new Town Manager, we feel that it is necessary to
notify the public of an updated protocol for emergency situations which
occur after the council office regular hours of operation as well as
weekends and holidays.
If problems occur in relation to water supply, or other emergencies
covered under the town please call the Town Manager, Curtis Mercer at

Newfoundland Power
Newfoundland Power has recently installed new poles on the Island.
Unfortunately some people have been cutting down the old poles before
they can be safely removed by contractors. This is a dangerous practice
and should cease immediately. If you witness these poles being cut down,
please contact the RCMP or Newfoundland Power’s emergency line
1-800-475-5711.
ATV Users
While we recognize that most ATV users are respectful of other people
and their property, we are concerned about problems in some areas. We
would like to ask that ATV users refrain from creating noise in
residential areas late at night. We have had some complaints from some
older residents who have been awakened late in the night by loud noises
from ATVs.
Ride for Sight
Ride for Sight is the longest running motorcycle charity fundraiser in
Canada; the first ride began in 1979 in Central Ontario. Since its
inception, Ride for Sight has been hosted in several different regions,
annually. In 2006, eight Ride for Sight events will be enjoyed in six
provinces across the country including Newfoundland and Labrador
On June 22-24, the Annual Ride for Sight will take place in Gander and
Norm Newman from this community will be a participant. If anyone would
like to support Norm in this very worth while cause, you can contact him
at 488-3462. He will provide official receipts.
Mayor’s March On Heart Disease And
Strokes
The Heart and Stroke Foundation of Newfoundland and Labrador has invited
all towns in the province to participate in the Mayor’s March on Heart
Disease and Stroke. The Town of Wabana has taken up the challenge and
will hold a community walk on Sunday, June 24 at 2:30 pm from the Wabana
Complex. The walk will be in memory of Frankie Pendergast and Melissa
Hurley. We invite the whole community to participate in this event by
getting sponsors and joining in the walk or by sponsoring a walker.
Sponsor sheets and receipt books are available at the town hall.
Garbage Collection
The Town of Wabana recently invited tenders for the collection of
garbage in the town. After examining two tenders, the Town of Wabana has
entered into a contract with Walter Lahey. Mr. Lahey will begin
collecting on Monday, June 4.
Clean Up & Tidy Towns
The Town is still in clean up mode. We are asking all residents to clean
up on and around your property. There are still a number of car wrecks
in the community. If you have a car wreck on you property, please call
the town and have it removed for a fee of $25.00. We have again entered
the Tidy Towns competition to compete with other towns so that we can
show others that we have a beautiful island community. Let’s show our
pride in our community and impress all our visitors.

Ron Pumphrey Book
We would like to advise our residents that Bell Island native Ron
Pumphrey has just published his memoir, “Human Beans”. This is a book
about growing up on Bell Island and in Harbour Grace in the 1930s. The
book, published by Flanker Press’ is now available at book stores. Ron
is currently a resident of St. John’s
Newfoundland Hydro generating Station
The Town of Holyrood has expressed concern about the emissions from the
stacks at the Newfoundland generating station in Holyrood. Every day
massive amounts of emissions leave the stacks and travel for miles in
all directions affecting many communities including Bell Island. The
Town of Wabana has decided to write Premier Williams, Minister Clyde
Jackman, and Ed Martin, President and CEO of the Hydro Group of
Companies to voice our concerns over the emissions and ask that they do
everything possible to correct the problems at the generating Plant. It
is our hope that Government and NL Hydro will take action and clean up
what is the 5th largest polluter in Canada.
Smokers’ Helpline 1-800-363-5864
Every year, in Newfoundland and Labrador, 1112 people die from smoking
and tobacco exposure. The Newfoundland & Labrador Lung Association’s
Smokers’ Helpline has asked council to promote tobacco control in our
town. If there are any groups or individuals in the community who would
like to promote a tobacco free community, you can contact the Lung
Association.
Clean Up
The month of May is Clean Up Month. We are asking all residents to clean
up their properties and make our community a beautiful place to visit.
We are asking residents to place refuse outside your property so the
council workers can pick it up.
There are a number of older buildings in
the community which are becoming dilapidated. We are asking the owners
of such buildings to either bring them up to a good standard or tear
them down. There are still a number of car wrecks around the island that
should be eliminated. This is a good opportunity to get them taken away.
Over the past few years we have participated in “Tidy Towns” whereby
inspectors visit our town to rank us against other towns. Let’s make
this an award winning town.
Please note that the town landfill will
be open on Saturdays until further notice.
Municipal Awareness Day
The Newfoundland and Labrador Federation has declared May 16, 2007 as
Municipal Awareness Day in communities through out the province. The
theme this year is Celebrate the Place you call Home. The Wabana Town
Council will have an Open House on that day so that members of the
public can meet the new Town Manager, Curtis Mercer. We are inviting our
two schools to get involved and to do a project to mark the day.
The Newfoundland & Labrador Environmental Awards
June 3 – 9 is Canadian Environment Week and the Department of
Environment and Conservation is seeking nominations for the 18th Annual
Newfoundland & Labrador Awards. This is an opportunity to recognize
individuals who enhance our environment and make a difference in our
community. The town has decided to recommend Gerald Fowler for the
award. Gerald is a very environmentally conscious individual who treats
the entire island like his own back yard.

New Town Manager
A few months ago Council invited applications for the
position of Town Manager. We had a total of 7 applications.
Because this is such a vital position for the town, it was
decided to hire a professional firm to evaluate the
applications and to do interviews. We have accepted the
recommendation of the firm and offered a contract to Mr.
Curtis Mercer. We hope to be able to provide our residents
with a profile of Mr. Mercer in a future newsletter.
Ferry Users Committee
Council wishes to congratulate and thank the Ferry Users Committee for
the great service they have done for Bell Island. That committee has
been working on improvements in the ferry service and reduced rates for
many years. On April 1, we will reap the benefits with a reduction in
ferry rates for all travelers on the ferry. This is a superb job by the
Ferry Users Committee.
New Street Lights
There have been complaints that the long stretch of West Mines Road did
not have sufficient lighting. As a result, Council has decided to
install two new lights between the Ten Commandments and West Mines
Convenience. It was also decided to place a light on McCarthy Street.
Miss Teen Newfoundland &
Labrador 2007
Miss Danielle Seward was crowned Miss Teen Newfoundland & Labrador 2007
on February 25. She is from Heart’s Delight-Islington and attends Level
III at Crescent Collegiate. Since she has offered to attend community
events around the province, we have invited her to come to the Island to
help us to celebrate Bell Island Day.
Bell Island Based Artwork
Jennifer Barrett is an artist from Paradise who works in St. John’s.
Over the past few years she has been working on a series of etchings
based on old and current photographs from around Bell Island. Jennifer’s
parents are originally from Bell Island. She has contacted the town with
a view to having an exhibition on the Island. She would like to show her
work on Bell Island sometime this summer. If any group, organization or
individual can offer a space for such an exhibition, please contact the
town office.
Bank of Nova Scotia
Over the past few years, we have contacted the Bank of Nova Scotia a
number of times concerning banking on the Island. The responses to our
requests have resulted in negative responses. We are now asking for a
face to face meeting with Mr. Francis Power, District Vice-President. It
is our hope that if we can present our case in person, we might get a
more positive response.

Water Supply
Newfoundland and Labrador Consulting Engineers have developed a plan to
improve the water delivery system for the town. The plan involves having
five of the artesian wells interconnected plus reactivating the well on
Steve Neary Boulevard. In order to make sure that the Front area has a
secure water supply, we are planning to erect a 260,000 gallon storage
tank. We are currently working with the Department of Municipal Affairs
to secure funding for this venture as soon as possible.
Town Manager
Since Mr. Peter Kent will be retiring in the near future, Council is
presently searching for a new CAO (Chief Administrative Officer). As a
result of a new plan for the administration of the town, we are looking
for a person who will be involved in economic development and town
administration. We are now evaluating a number of applications and will
arrange interviews in the near future.
Animal Control
We are asking people not to leave animals at the council building on
weekends. Recently a dog was noticed in a cage at the building on a
weekend and the Animal Control Officer had to be called in to put the
animal in a safe area.
It has come to our attention that some
dog owners are allowing their animals to roam free on very cold days.
This is not only an illegal practice but is also inhumane. We ask all
pet owners to make sure that all pets are safe during snow storms and
extreme cold.
Arena Entrance
The new steel doors that were installed last summer have been damaged by
vandals. In order to deter further damage council workers have designed
and installed a steel gate in the front entrance of the arena. It is
unfortunate that this kind of action has to be taken in a small town
with limited resources. While the arena staff is working to develop and
enhance a facility that can be used by the youth of our community, we
ask all citizens to help prevent such senseless damage.
We would also like to thank and
congratulate the council workers who have created a beautiful piece of
work that not only protects but enhances the entrance to the arena.
Snow Clearing
We would like to thank residents for their patience during a very
difficult period of snow storms. After a snow storm our priority is to
open streets as soon as possible. Our next step is to widen streets. Our
outside workers have been working long hours to keep roads cleared of
snow. Although our new equipment is working efficiently, the older
equipment has experienced some breakdowns. Our workers have been working
diligently to keep all equipment in working order and to get equipment
back in service as soon as possible. When there are breakdowns, we ask
for your patience.
One of the frustrations faced by workers when clearing snow is parked
cars. We have advised the RCMP to ticket any vehicle that is obstructing
snow clearing and to have it towed away at the owner’s expense. We ask
that, in compliance with Snow Clearing Regulations, all vehicles be
removed from town streets during a snow storm.
Student of the Month
The Town of Wabana is proud to support the “Student of the Month
Program” at St. Michael’s Regional High School. The program recognizes
the academic achievement of students at both the intermediate and senior
levels. Council has agreed to fund the program for the duration of the
school year. The student of the month will be recognized with a $25.00
cheque. It is hoped that this community support for our high school and
our young people will lead to an improved school environment.

Waste Management Update
The Town of Wabana has joined most town councils on the
Avalon Peninsula in its opposition to the Provincial
Government’s plan for waste management in this area. As a
result of a meeting in Harbour Grace on November 2, it was
agreed to ask the Provincial Government to set up a plan in
which the City of St. John’s does not have a majority vote.
This issue will continue to be discussed by the members of
the North East Avalon Joint Councils.
Newfoundland and Labrador housing
Corporation
The Town Council has agreed to meet with officials from the NLHC with a
view to building a community partnership in the area of social housing.
There will be bi-annual meetings which will give council an opportunity
to ask questions about their plans and programs.
Historic Sites
Did you know that the town council can help preserve or recognize a
range of special historic places in our community by designating them as
municipal heritage buildings, structures or land? If you feel that there
is such a building, structure or land in our community, we would like to
know about it. We ask that you give a written description of such a site
and its historical significance.
Winter Driving/Snow clearing
It is that time of year again. It is time to get the snow tires on and
get ready for winter. It is also time to winterize our driving habits.
As the provincial Government ad states “Snow means slow”. We are into
the time of the year when road conditions can change rapidly.
In that regard we would like to remind
all residents of our snow clearing regulations. Please do not park
vehicles on town roads over night during a snow storm as this might
interfere with snow clearing. If any vehicle is found to be left on a
road and impedes snow clearing, it will be towed away at the owner’s
expense. We appreciate your cooperation in this important safety matter.
Beach Hill Lighting
Recently, Newfoundland Power has changed some of the utility poles in
the Beach Hill. As a result, the town council is looking at improving
the lighting in the hill. We are looking at the possibility of moving
one light so as to maximize the lighting in the area. We will also be
studying the situation to see if we need to add an extra light in the
hill.
Merry Christmas
We would like to take this opportunity to wish all of our residents a

blessings of the Christmas Season. We would also like to express our
best wishes to all our town workers and their families for a very safe

MMSB &Tires
We are working with the Multi-Materials Stewardship Board to find more
ways of making Wabana an environmentally friendly community. In this
regard, we have made arrangements to have old tires removed from the
Island. MMSB have agreed to remove some tires that have been stored at
the Transportation Depot.
Tires can now be dropped off to any tire
changer/garage owner who agrees to accept them and MMSB will send a
truck to collect 30 or more tires. MMSB will accept passenger car and
light truck tires. In order for tires to be accepted for recycling, they
have to be clean, whole and not on rims.
Waste Management
The Provincial Government has announced a regional waste management plan
for the Avalon Peninsula. The regional site for waste management will be
Robin Hood Bay which will be run by a regional management committee. The
Town of Wabana is opposed to the composition of the committee which
gives St. John’s 50% + 1 votes on the committee. Most towns on the
Avalon Peninsula have also voiced their opposition to this plan. A
meeting of concerned councils will take place in Harbour Grace in the
near future.
Father Wayne Dohey
We would like to join with all people in the community in expressing our
Best Wishes as he takes up his new duties in the Placentia. We would
like to thank Father Wayne for his great support for our community in
his 4 ½ years with us. He was indeed a very active member of the
community and will be missed.
Fire Department
The Fire Department has just received some new gear from a fire training
school in Trenton Ontario. Fire Chief, Jim Pendergast, has expressed his
thanks to John Butler, Bob Pierce and Jim Farrell who were instrumental
in getting the equipment. This includes bunker gear, boots and helmets.
Thanks also goes to Gosine Trucking for transporting the gear free of
charge.
Private Wells
The Conservation Corps Newfoundland and Labrador has launched a program
to encourage residential well owners to protect their wells. Well owners
are invited to sign up for a program that will involve a free visit from
a Well Aware Coordinator. All participants will receive a free household
water conservation kit valued at $65. If you are interested, please call

Federal Provincial Funding
We are pleased to announce that the town will receive $52,107 in funding
from the Canada/Newfoundland and Labrador Municipal Rural Infrastructure
Fund. The funding will include $17,369 from the Government of Canada,
$22,753 from the Government of Newfoundland and Labrador, and $11,985
from the Town of Wabana. This funding has already been committed to the
ongoing assessment of our infrastructure needs. When this assessment is
completed in the near future, we will be able to develop a 5 year master
plan for the town.
Arena News(Todd Gillingham)
The Arena opened its doors for operation about month earlier this year
and we have been open for business as of October 6th. The early opening
has been very successful and has given most of the major user groups an
opportunity to be on par with other groups and associations in the metro
St. John's area.
The Minor Hockey Assoc. , Figure Skating
Club, St. Michael's High School boys hockey team and the Labatt Bell
Island Rec Hockey League have all started their seasons early and are in
for a long season. Registration seems to have improved in all groups and
hopefully this will become a regular occurrence for years to come. Based
upon the great start and support that we have had so far, we are looking
forward to a great year.

Arena Opens for New Season
There have been many renovations and repairs to the Arena over the
summer. The entrance has been improved with a ramp and new steel doors.
Inside the building there has been a lot of repainting and upgrading.
There was a major repair job done on the insulation in the ceiling.
The Arena will officially open on October
6.We welcome back the Junior Blues, Minor Hockey and Figure Skating for
a new season.
PUB Hearings on Fuel Costs
During the past year there was a proposal to the Public Utilities Board
(PUB) that would have fuel oil customers on Bell Island paying 4 cents a
litre more for oil than in the St. John’s region. Because of the Town’s
intervention in the proposal the 4 cent a litre difference was reduced
to 1.3 cents. As a result Bell Island now has the second lowest fuel oil
prices in the province.
There was also a proposal for a 0.8
difference in gas prices. The town was also successful in reducing this
difference to 0.6 cents. We are hoping to reduce this further

Human Resources
The Human Resources Committee has examined proposals from consultants
for an analysis of the human resources and management structure of the
town. It was decided to award the contract to AEM Human Resources
Consulting. When this is complete, we should have a number of
recommendations to consider.
SPCA
The SPCA is proposing to all municipalities the need to implement
effective legislation and education that encourages responsible pet
ownership. The town will be meeting with officials from the SPCA in the
near future with a view to enacting new regulations concerning dogs that
are chained in backyards for long periods of time.
We are also concerned with the number of
dogs that are roaming free in the community on a daily basis.
Irresponsible pet owners cost taxpayers money through investigation of
complaints and costs in court. We are asking all dog owners to act
responsibly and to keep dogs from creating a nuisance on roads and
private property.
Thank You To Ferry Workers
The Council would like to publicly thank Mr. Ben Hammet and all who work
with the ferry service for their cooperation and “going beyond the call
of duty” during the past summer.
House Numbers
We have encouraged home owner in a previous publication to put numbers
on their houses. This is not only convenient for home deliveries but may
be essential during an emergency. When members
of the RCMP are first stationed to the Island, they can respond in a
more timely manner if they know which house on a street is in need of
assistance. We would certainly encourage all home owners to put numbers
on your homes.

Water Improvements
We would like to congratulate the Town plumbing staff for finding and
repairing a major leak in the Front area. In the process of looking for
leaks, the workers found a major leak in the water main in Pitt’s lane.
After this leak was repaired, there was a noticeable improvement in
quantity and pressure of the water at The Front.
Even though there have been improvements,
the partial water ban is still in place. We ask all residents to be
vigilant in the use of water and to report any suspected leaks
immediately.
Congratulations
On behalf of the people of the Town of Wabana, we would like to offer
congratulations to Father John Cole. Father Cole was ordained to the
Roman Catholic Priesthood on August 15 at the Basilica of St. John the
Baptist in St. John’s. Father John celebrated his first Mass in his home
community at St. Michael’s Church on Sunday, May 20. Father Cole was a
Councillor with the Town of Wabana for the period 1997-2001.
Swimming Pool
Ms Deanne Hiscock made a presentation at the Council Meeting of August
22 concerning her plans to have a community swimming pool developed in
the Town. She is in the process of forming a committee which will
develop a strategy for raising money and determining the feasibility of
such a project. This is a very ambitious project and has the support of
the Town Council.
Human Resources
The Human Resources Committee is currently examining proposals from
consultants for an analysis of the human resources and management
structure of the town. We hope to be able to award a contract for this
analysis in the near futures. We anticipate that the consultant will
report to the Human Resource Committee within 2 months of being awarded
the contract.

Back to School
It’s that time of year when the young people of our community will
return to school and some will be attending school for the first time.
We ask all drivers to be especially vigilant at this time of year as
young people get back to classes. We wish all our students every success
in the year ahead. We would also like to welcome all teachers back to
the class rooms for another year.

Welcome Visitors
We would like to welcome all our visitors, especially former
residents who have come “home” for a holiday. We certainly
hope you enjoy your stay and take advantage of the many
entertainments and tourist attractions. We wish you a safe
and enjoyable visit with family and friends.
Partial Water Ban
Certain parts of the town are experiencing water shortages due to the
increased demands on the system at this time of year. Council has
decided to implement a partial water ban in the hope of alleviating the
shortage. We are asking all residents to cease using water for washing
cars, watering lawns and filling swimming pools from 6 a.m. to 6 p.m.
daily. We ask for your cooperation in this very serious matter. If you
see people using water for outside purposes during these hours please
remind them of the ban. If this strategy does not work, we will have to
consider a total ban.
We also ask residents to conserve water
as much as possible in household uses. Make sure that there are no
dripping taps and that flush boxes are working efficiently. If anyone
knows of leaks in any of the town water system please contact the town
office so proper repairs can be made. Let’s all do what we can to
conserve water.
No Dumping
We are proud of how property owners have developed and maintained such
clean and tidy areas around town. BUT, we have also noticed that some
people are dumping parts of bicycles and other refuse in some areas
which were used as dumping sites during the clean up. Please be advised
that the Town Dump is the only place to legally dump garbage. We ask all
residents to respect our community and the environment.
Aliant
The Town of Wabana recently asked Aliant to discontinue the “extended
local calling charges” which were implemented on Bell Island in 1989 to
replace long distance charges to St. John’s and area. The company stated
that the charge was approved by the CRTC and must remain if we are to
continue in the St. John’s and Portugal Cove exchanges. The alternative
would lead to a reinstatement of long distance charges to St. John’s.
Council will be following up on this issue with the CRTC.
Fill
We would like to remind all residents that any excavation within the
town for the purpose of digging for top soil, shale or mine tailings is
under the jurisdiction of the Town of Wabana. If anyone wants to get any
large amounts of fill, please get a permit and permission from the town
office. Anyone excavating on weekends and after business hours without
proper permits will be liable to charges.

Assessment of Town Systems
Back in November, 2005, residents were advised that we had
employed an engineering company to work on a Five Year Plan
for our water and Sewer and infrastructure systems. We are
pleased to now announce that the company is now actively
working on this plan. Although it will not be finished this
summer, we are confident that we will have a new Five Year
plan ready in the fall. With this new plan, we hope to be
able to deal with our infrastructure problems, especially
the water supply.
Water Supply
Recently our pumping stations at The Front have caused some problems.
The pumps at Kavanagh’s Lane, St. Michael’s at Memorial Street, and
Kelloway’s at Memorial Street have experienced very low pressure
resulting in slow or no water. Since the water supply at The Front is
very low, any increased demand on the pumps results in loss of water.
We are asking residents at The Front to
be patient and use water wisely. We suggest that any excessive use of
water be done during nighttime or early morning. Council wishes to
apologize for this inconvenience and assures residents of The Front that
the solution to this problem is a main priority.
Bicycle Helmets
We have noticed that a number of young people have been seen riding in
the town without helmets. We certainly join with the RCMP and recommend
that all bicycle riders should wear helmets. Transport Canada statistics
reveal that 60 cyclists were killed in 2001. Of these, 88 per cent were
not wearing a helmet, including all of those under age 15.We ask parents
to make sure that your children are protected and wearing a certified
helmet. I guess we can go further and ask all adult riders to wear
helmets. If the kids see adults wearing bicycle helmets, they will be
more easily convinced to wear them.
Scotiabank says no
The Town Council recently asked Scotiabank to arrange for the Banking
Machine to accept deposits. In response we were told “Scotiabank, like
any other financial institution, is a business and has a responsibility
to its shareholders and upon investigation, we have found that it is not
economically viable to put in place such a facility”.
Fire Department
The Town Council has agreed with a request from the Fire Department to
cost share the purchase of a Rescue Kit. This kit contains a complete
range of self contained rescue tools, including cutter, spreader, pedal
cutter and push ram. Members of the Fire Department were recently
trained in the use of the kit.
Human Resources and Management Plan
The Town is currently seeking a consultant or joint venture consulting
team to undertake an analysis of the Human Resources and Management of
the Town. With the anticipated retirement of the Town Manager within the
next year, we feel that we should put plans in place for the future
management of the Town.
North East Avalon Joint Council
On May 25, Mayor Gosine and Councillor Pat Craig attended a “Town Hall”
meeting which was hosted by the City of St. John’s. Special guests at
the meeting were Minister of Municipal Affairs, Jack Byrne and Federal
Minister of Fisheries and Oceans. Loyola Hearn. Topics discussed at the
meting were:

Sports Fields
Over the winter there has been a lot of vandalism on the local ball
fields. The dugouts and fences have been severely damaged and will cost
the town many dollars for repairs. We have asked the RCMP to patrol the
fields and to charge anyone causing damage. These fields are very
important for the Summer Programs for the Wabana Boys’ and Girls’ Club
and the Men’s and Women Slow-pitch Softball Leagues. These fields should
be used for sports programs and not for loitering.
House Numbers
We would like for all residents to make sure that all houses are
properly numbered with numbers that can be seen from the street.
Although most residents know where other residents live, the numbering
of houses is very important for emergency personnel. There are presently
discussions on extending the 911 service to Bell Island and this would
make the use of numbers more essential. If you are not sure what number
should go on your house, please call the Town at 488-2990. In the near
future the Town will be replacing and repairing street signs.
Facilities/Recreation Director
Although the Arena is closed, the Town Council had decided to employ Mr.
Todd Gillingham for the summer months. He will be carrying out much
needed repairs and maintenance on the arena for a while and then will be
involved in other town recreation facilities. Mr. Gillingham is
presently working on several bookings for the Arena during the summer.
We are hoping to put some recreational equipment on the play ground for
the younger children and Mr. Gillingham will be checking on the use of
the equipment during the summer.
North East Avalon Joint Council
The monthly meeting of the NEAJC for May was hosted by the Town of
Wabana on May 17. Much of the meeting was dedicated to the Town Hall
Forum which will be held in St. John’s on May 25. The purpose of the
Town Hall Forum is for members of the NEAJC to meet with local MHAs and
MPs to discuss municipal concerns. One of the biggest concerns facing
the North East Avalon is waste management. Many towns are currently
trucking their garbage to Robin Hood Bay because of new environmental
rules. We will be watching this issue to see how the Town of Wabana will
be affected. We will also be bringing up the issue of a more efficient
ferry service.
Clean Up
We would like to thank all the residents who co-operated in the town
clean up. We would like to thank the Council workers who did such a good
job of cleaning up the town in such an efficient manner. The town looks
much better but we would like to encourage residents to continue to keep
their property clean. When visitors come home this summer let them
experience a clean and wholesome community.

Clean up Week:
It is that time of year again, time to
clean up our community. Clean up Week is set to begin on May 15. We are
asking residents to clean up your property and place all items at the
edge of your property. Council will also remove car wrecks at a cost of
$25 for the first wreck. It will cost $75 for a second wreck and $100
for subsequent wrecks. Since the RCMP will be doing their enforcement
for wrecked cars in May/ June, it would be cost effective to have wrecks
collected by the Town. For example, the penalty under the Environment
Act is over $1000 per wreck.
We would like to advise residents that
the Council Dump will now be open on Saturdays until the beginning of
next winter.
Newfoundland Power:
The Town Council contacted Newfoundland Power in the hope that they
might provide a means for Bell Island residents to pay bills at some
retail outlet on the Island. We were informed that such payment centres
could only be established where in-house cash services already existed.
The company agreed to provide more information to Bell Island customers
regarding payment options.
North East Avalon Joint Council:
The next meeting of the NEAJC will be hosted by the Town of Wabana
at the council chambers on May 17. The NEAJC includes some 19
municipalities on the North East Avalon. The council meets on a monthly
basis to discuss common concerns and to act as a lobby group with the
Provincial Government. The council has arranged a Town Hall Meeting at
St. John’s City Hall on May 25 to discuss issues with the MHAs and MPs
in the region. The Town of Wabana representatives on the NEAJC are
Councillors Pat Craig and Brian Kent.
Going Green:
We have invited officials from MMSB to attend the next council meeting.
We would like to get residents to help in a process of better waste
management. We are hoping that residents of the Island will get involved
in composting. “Organic waste makes up as much as 30% of all the waste
generated in Newfoundland and Labrador. Composting is an efficient and
effective way to reduce the amount of waste sent to our landfills.
Composting is important, it's easy, and the rewards are simply
beautiful.
MMSB has a new backyard composting program for Newfoundland and
Labrador. They have agreed to provide our town with a number of backyard
compost bins for $19.95 (plus HST). All residents who are interested can
contact the town and we will order the amount needed. We will waive the
HST for all orders received by May 20.
Old Town Hall:
Two residents of the Island attended the
last council meeting seeking support in renovating the old Town Hall.
The building is now being used by A Touch of Class which runs a program
for the developmentally delayed. The building was provided by the Town
rent free. Ms. Tracey Merriill and Ms. Lois Vokey are attempting to form
a new concerned citizen’s committee which could raise some funds to
improve the environment of the workers and clients in the building.
Success of this venture will depend on corporate and community support.

Respect
The last council meeting began with a minute of silence to
honour the memory of Walt Fillier who had served many years in the
Wabana Volunteer Fire Brigade. We would like to express our sincere
sympathy to the Fillier Family.
Regional Games
The Killick Coast games are being organized by the Town of
Torbay and will be held from August 12-19, 2006. These games will be
open to youth who must be 11 by Dec. 31/06 and under age 16. The games
will involve Soccer, Ball Hockey, Basketball, and a Cross Country Run.
The Kinsmen Community Centre in Torbay will be the focal points of the
games but some activities will take place in neighbouring communities.
Mr. Todd Gillingham will be the representative for the Town of Wabana
for the games.
Regional Planning
Capital Coast development Alliance, the regional economic
development board for North East Avalon, has partnered with the North
East Avalon Joint Council to host a Strategic Planning Session on
regionalism on March 31-April 1. The sessions will deal with regional
economic development, a regional home-based business strategy, and a
regional communication strategy. Pat Craig will represent the Town of
Wabana.
Waste Management
We live in a time when we are encouraged to respect the
environment and do what we can to cut down on the amount of garbage
going to land fills. In this regard we will be contacting officials from
MMSB to get more information on composting and how the town can
cooperate in making our community a more pleasant place to live.

Signing of Union Contract
The Town of Wabana and the Transport & Allied Workers Union, Local 855,
which represents the council workers, officially signed an agreement on
Tuesday, February 21. The four year agreement is retroactive to January
1, 2006.
Snow clearing and bicycles
It has come to our attention that some residents have been riding
bicycles during snow storms and coming dangerously close to snow
clearing equipment. We are advising all residents that bicycles should
not be used during a snow storm especially in the vicinity of snow
clearing equipment. This practice could lead to serious or fatal
injuries.
Economic Development Officer
Over the past ten years, Paul Connors has served as the Economic
Development Officer in this community. During that time, it was a
constant struggle but we were able to get funding for that position
through federal and provincial programs. During the past year we have
not been able to get funding to maintain the position and Mr. Connors
has moved on to new employment. We are currently exploring other avenues
of funding and hope to be able to hire someone in the near future.
We would like to thank Mr. Connors for
his service to the people of the island over the past ten years and wish
him every success in his new employment.
Killick Coast Chamber of
Commerce
Over the past few months a group of business persons in the area
encompassed by the Killick Coast Tourism Association on the Northeast
Avalon have met to form the Killick Coast Chamber of Commerce. Presently
there are about thirty individual businesses involved in this
enterprise. Since the Town of Wabana is part of the Killick Coast
Tourism Association, we have been asked to inform the business people of
the island about this new organization. If any business people have an
interest in the organization, they can call the Town Hall and a meeting
will be arranged with the Killick Coast Chamber of Commerce.

New Truck
It is now official. The tenders are in and the
decision is made. The Town has ordered a new 2007 International
single axel dump truck. The truck will be built to the specifications
which were determined by the Town Manager and Council Mechanics. The
order will also include a new spreader which will be attached to the
truck before delivery. We feel that this will provide us with a much
more dependable piece of snow clearing and sanding equipment.
Tax Bills
All tax bills for 2006 have now been mailed and are
now due. All taxes should be paid by March 31. Any seniors who pay their
taxes by the due date are eligible for a 5% savings on their 2006 taxes.
If you have an overdue account from previous years, you should make
arrangements with the Town Clerk as soon as possible. Overdue accounts
are subject to water disconnection, legal action or a collection agency.
Please remember that a balanced budget is based on the concept of all
taxes being paid.
Buying Property
Are you planning to buy a piece of property in the
Town of Wabana? If anyone buys a piece of property in the town, he/she
should make sure the taxes are paid before the sale. When you buy a
piece of property, you are responsible for any outstanding taxes on that
property.
Snow Clearing
Since winter seems to have arrived on the Island,
we are asking all residents to comply with our Snow Clearing
Regulations. Please make sure that vehicles are parked so as not to
impede snow clearing. This means that all vehicles must be removed from
all roads in the town over night. If vehicles are found to be blocking
or interfering with snow clearing equipment the vehicles will be
impounded at the owner’s expense. The greater danger is that vehicles
left on roads during a snow storm could interfere with the movement of
emergency vehicles.
