The last regular meeting of the Wabana Town Council was held on Tuesday, April 29, 2003, with the following in attendance: Mayor Gosine Sgt. Ron Andrews, RCMP The meeting was called to order at 4:05pm. The minutes of the following meetings were adopted as circulated, on a motion by Councillor Squires and seconded by Councillor Laurie. Motion carried: 1. Regular meeting held Mar. 25th. RCMP Sgt. Andrews reported on the following issues: (1) Teen Centre - problem with drinking and staying open later than they are supposed to. Agreed that we send a letter to Mr. Fox regarding these issues. (2) Fires - a lot of fires being started lately, could be the result of sparks from bikes or broken glass. (3) Tazer Gun - Const. Burke gave a demonstration of how the Tazer Gun is properly used and how it is a very important tool in fighting crime. (4) Transfers - Const. Stevenson will be leaving soon, and a new constable will be coming here (Const. Donavan). Sgt. Andrews will also be leaving soon and a replacement will be coming. (5) ATV's - an ongoing problem. Page 2 DELEGATION FROM GOUTHRO STREET Members of the delegation addressed council with a major concern they are having with a neighbour and his family (Ken Jenkins). Those present were very upset and distraught over the actions of Mr. Jenkins and his wife and were literally 'at the end of their rope' in trying to keep this couple from harassing and abusing them. After a discussion it was felt that even though this is not an issue for council to deal with, it was felt that we should try our best to help these people, and agreed that we contact both the Dept. of Human Resources and the RCMP with a view to holding a meeting next week to address this very serious problem. The delegation thanked council for their help. ARISING OUT OF THE MINUTES: (1) Sophie Meyer/pony - nothing new re this
issue. FINANCIAL REPORT - approved as presented. TOWN MANAGER'S REPORT (1) Lighthouse - hopefully some movement
should be made soon re the construction of the new lighthouse building in
the new location. Council did agree to construct the foundation. Page 3 (2) Imperial Oil Tanks - Mayor Gosine advised that we were successful in obtaining all the tanks, pipes, etc. He said the site is secured now, and could possibly be a good location for a smoke house for the fire dept. On the topic of the fire dept. Councillor Squires suggested the brigade do some controlled burning in the town as practice for them. (3) Frozen Water Lines - It was felt that some areas (i.e. Walter Butler's) should have some building up of the water line areas carried out during summer to prevent freezeups in the winter. (4) Vehicles needed - The Town Manager reported that he needs a vehicle and so does the plumber. As Mr. Tom Stoyles is selling a 1995 van, it was agreed after some debate to offer $4500 for this vehicle with the option of going to $5000. This was covered in a motion by Councillor Kent and seconded by Councillor Wade. Motion carried. Also it was agreed that we continue to look for another used vehicle. ARENA REPORT - accepted as presented. CORRESPONDENCE: (1) Letter from North Atlantic re Bulk Fuel Facility - advising that they would not be installing those tanks on the West Track. (2) Letter from the Knights of Columbus re Ecumenical Service being held on May 8th honouring the Fire Dept. and the RCMP. (3) Infonote from NLFM re Provincial Budget - ordered placed on file. (4) Infonote from NLFM re "Rick Hanson Wheels in Motion" - ordered placed on file. (5) Letter from the Dept. of Fisheries and Oceans re lighthouse - advising that they will be removing the old lighthouse building altogether and constructing a new one on a site further inland. NEW BUSINESS: (1) Complaint from Ron Coady re old wrecks on his property caused by Norm Newman scrapping old cars next door to him. Agreed that council contact Mr. Newman and Mr. O'Brien (who also has old wrecks on his property) to have their properties cleaned up in a set time period. This order was covered Page 4 in a motion by Councillor Kent and seconded by Councillor Wade, and must be carried out within 21 days. Motion carried. (2) Application from Mr. Doug Fox to prepare and sell food at the Teen Centre - this was approved subject to the approval of the Dept. of Health. (3) Request from Ms. Sheila Crosby to have her home connected to the town main water line - approved. (4) Wreath laying ceremony at Lance Cove re Battle of the Atlantic - May 4th. Councillors Laurie and Wade said they would lay the wreath on behalf of council. (5) Councillor Wade volunteered to represent the town at St. Michael's graduation ceremony this weekend. CONCERNS: (1) Councillor Wade asked about the lack of water pressure in the area of her residence. Mr. Kent said that we have been experiencing low pressure in many areas of the island and we are working to have the problem rectified. (2) Councillor Squires reported that the Valley Hill is still in a terrible condition. Mayor Gosine suggested the area be built up with ore rock, and then crushed stone spread over it. The Town Manager said there is a major problem with ditching in the area, which certainly should be addressed. Everybody agreed that the area should have proper ditching and paving. (3) Mayor Gosine said that he has heard that Fitzgerald's Lane is slated for paving this summer, and that a push should be put on to have the water line installed there first. (4) Councillor Kent said he heard that our new backhoe is having some mechanical problems lately. The Town Manager said he did not have any complaints from the operators, but will check into it. (5) Councillor Kent inquired when the Infrastructure Program (chlorination) would be starting. The Town Manager said he would check with the engineers regarding this. (6) Councillor Squires asked if we could impose water and/or sewer taxes on residents who are not connected to those services, even though they are in Page 5 their areas. He was advised that yes we do have that option but it has not been our policy to impose the fees until the residences are connected to the services. (7) Mayor Gosine suggested we contact the Dept. of WST with a view to having their road crew remain on Bell Island during the summer months. (8) Mr. Kent informed council that three subpoenas have been issued to the town regarding Hollie O'Neill's dog, which was destroyed by council last year. He said subpoenas have been issued to himself, the Animal Control Officer, and the Mayor. He said he has contacted our lawyer regarding this matter. There being no further business to discuss, the meeting adjourned at 6:35pm on a motion by Councillor Kent and seconded by Councillor Squires. Motion carried.
