Apr. 26, 2006 The last regular meeting was held on Wednesday, Apr. 26th. with the following in attendance: Mayor Gosine Spectators: The meeting was called to order at 7:30pm. (1) TOUCH OF CLASS – Tracey Merrill was here re a letter she had sent to council concerning the condition of the old town hall building where the Touch of Class operates from. She felt it needed some repairs, etc. Mayor Gosine and Councillor Craig asked council if they thought they might be in conflict of interest concerning this matter. Everyone agreed they were not. Councillor Kent said that the building is being used by the Touch of Class at no cost to those people, he felt that by doing this council was not being fair to other businesses in the town and also that council should not be responsible for any needed repairs now as we did not budget for such renovations. Page 2 Councillor Craig said the Touch of Class is a business, they are selling flowers there, and he was concerned that the building is so run down, as proceeds from their business should go towards operational costs and minor repairs. He said that we did not receive any complaints from the manager of the business there, Mrs. Bridie Pynn. Mr. Kent said that we have been sending our maintenance man, Derek Ryan, there periodically to do minor repairs, and that will continue. Tracey Merrill thanked council for the work they have done there and suggested that a committee be formed to deal with the matter with a representative or two from council, so that the building can be assessed and steps taken to have it repaired. It was felt that in the interim council would send our maintenance man to patch the roof, and also that we have PCO go there to exterminate the building. KEITH HAWCO – Mr. Hawco had written council and sent photos of the area
near his property where Mr. James Kelloway had left old debris after being
ordered to have it cleaned up. It was mentioned that some of the work was
carried out but not all of it. Council decided that an order would be made
now for Mr. Kelloway to have the following areas cleaned up within 21 days:
The order was made in a motion by Deputy Mayor Pendergast and seconded by Councillor Craig that this work be carried out within 21 days from the date of the order being given. Motion carried. MINUTES – The minutes of the following meetings were adopted as circulated on a motion by Councillor McCarthy and seconded by Councillor Somerton. Motion carried: Regular meeting held Mar. 21, 2006 ARISING OUT OF THE MINUTES: (2) St. Michael’s High School – a meeting to be arranged with Dr. Darin King of the School Board and Mr. Hoddinot, the principal, and council to discuss the recent low grading given to our high school. Mayor Gosine said that Father Dohey has requested to attend this meeting as well. Page 3 (3) Other items touched on were: (4) ARISING OUT OF MINUTES OF SPECIAL MEETING (2) Brian Clarke and Kevin George – it was felt that a meeting with those people and perhaps Mr. Bob Angel from ACOA be held to discuss their operations and their use of the Wabana Complex. It was decided that Mr. Connors set up this meeting for us. (3) Pagers for the Fire Dept. – Agreed that five new pagers be purchased. This was covered in a motion by Councillor Kent and seconded by Councillor Somerton. Motion carried. FINANCIAL REPORT – accepted as presented ARENA REPORT – not available as Mr. Gillingham is in Gander attending a convention. Agreed that we would have a meeting next Wednesday night to discuss the arena and the operations for the summer months. TOWN MANAGER’S REPORT – Mr. Kent explained the recent accident at the dump site where two of our employees were involved. There was some damage to Mr. Sweeney’s truck, but none to our backhoe which was driven by Mr. Lawrence. Mr. Kent said that our insurance company was notified and the adjustor obtained statements from the two employees. Several councilors felt that there should be some protocols in place to handle any future such accidents. It was noted that the weather was very stormy that day, with visibility next to nil. CORRESPONDENCE (1) Lorraine Fowler – requesting that Exile St. be paved – agreed that we
reply to this letter advising that this and other unpaved roads are in dire
need of paving, and that we will continue to lobby government for funding.
It was noted that there will not be any provincial paving carried out this year, except the roads that were
approved for 2005. Agreed that we should write our MHA about our displeasure
about no new paving for this year. (2) Norm Doyle – Letter from our MP on behalf of Mr. Mike Doyle, Knights of Columbus Drive requesting that this road be upgraded and paved. Agreed that we would respond to this letter advising that there is no funding this year for paving. (3) St. John’s District Labour Council – wreath laying ceremony on Apr. 28/06 in St. John’s for those killed or injured at the workplace. Anyone wishing to attend to do so. (4) Newfoundland Power – reply to our request for customers to have their hydro bills paid in local stores. They explained that this only takes place in Dominion stores, and they listed several options for people to pay their bills. (5) Newfoundland and Labrador Parks and Recreation – concerning upcoming seminar in Clarenville. Agreed that our arena manager, Todd Gillingham, attend this function. (6) Town of Conception Bay South re “Walk a Mile” a fund raiser to create awareness and to bring people living with prostate cancer, survivors of the disease, and families/communities together to join in the fight against prostate cancer. Anyone wishing to participate in this walk can do so by contacting the Town of CBS. (7) From NLFM re the federal gas tax revenue to municipalities and the amounts which are eligible for applying for and what kinds of projects the money can be used for. (8) From NLFM re 2006 Municipal Symposium being held in Gander on May 12th and 13th. Anyone wishing to attend to let the Town Clerk know so they can be registered. (9) From FCM re new funding opportunities for municipal solid waste projects. Agreed that we check to see if any grants could be obtained through the Green Municipal Fund. (10) Special Olympics (Boyd Merrill) seeking support from council to
“Adopt an Athlete” (11) Baine Johnston Insurance – Municipal Errors and Omissions Liability Insurance, which would cover council for any claims which could be initiated against them by those who feel council is responsible for their financial loss. Agreed that we check with the NLFM to see if this insurance is necessary and to find out if other towns have this insurance. (12) City of Mount Pearl re gas tax transfer sample. Ordered placed on file. Page 5 APPLICATION – from Ms. Ethel Young to build a new house on Byrne St. This was approved in principle on a motion by Councillor Craig and seconded by Deputy Mayor Pendergast. Motion carried. FIRE COMMITTEE MEETING Councillor Kent gave a report of the meeting held last Monday: 2. Tires needed for the 1974 Dodge Fire Truck – agreed that these be obtained. Also the gear box has to be overhauled in this truck, this to be done too. (3) Roof of fire hall needs repairs, it was decided we would check with government to see if there are any grants available for such items. (4) Fire practice fees to increase from $144.00 per fireman per year to $500.00 per fireman per year. After a discussion a motion was made by Deputy Mayor Pendergast and seconded by Councillor Somerton that this increase be approved. Motion carried. NEAJC Councillor Craig gave a report of the meeting held Apr. 19th. which included waste management – he said all municipalities of the NEAJC to prepare questions regarding waste management and have them ready for the town hall meeting here on May 17th. COUNCILLORS CONCERNS (1) Councillor McCarthy said he would like to see funding sought from government to cover fire calls outside the Town of Wabana, i.e. Lance Cove. (2) Councillor Laurie asked about the Disaster Plan, and that a meeting should be held soon so that the parties involved could be in sync and co-coordinated. (3) Deputy Mayor Pendergast asked when the dump would be open on Saturdays. Mr. Kent said that the Saturday opening would start on May 6th. (4) Mayor Gosine was a little concerned that the workers were leaving the
dump too early everyday, he said they should work until very close to 3:30pm
and not as early as they have been leaving. Page 6 (5) Councillor Kent spoke on: (6) Councillor Somerton reiterated the need for Exile Street to be paved, and that the ball fields need repairs including an extension to the fence. (7) Councillor Craig spoke on: (8) Mayor Gosine informed council that he had attended a retirement reception for Ms Dale Fitzgerald at the RCMP building earlier today. He suggested council send her a letter recognizing her many years of service. (9) Mayor Gosine said that more playground equipment is needed for the sports field, in addition to the new piece of equipment purchased last year. (10 Mayor Gosine informed council that Gerald Tremblett’s old ambulance is up for sale and that it is in good condition, and it is diesel operated, and could probably be a good vehicle for council to purchase. Councillor McCarthy suggested we defer this matter until the next meeting. (11) Mayor Gosine said that the Kiwanis Club has reached their status
position with 20 members. Page 7 (12) Mayor Gosine said that lunch would be provided to staff members on Monday at noon in recognition of Administrators’ Day. There being no further business to discuss, the meeting adjourned at 10:30pm on a motion by Deputy Mayor Pendergast and seconded by Somerton. Motion carried.
