TOWN OF WABANA MINUTES OF REGULAR MEETING HELD SEPT. 16, 2008

RCMP – Corp. O’Keefe, who arrived a little late. The meeting was called to order at 8:10pm by Mayor Gosine. The minutes of the following meetings were adopted as circulated on a motion by Deputy Mayor Pendergast and seconded by Councillor Craig. Motion carried. Private meeting held Aug. 19th. Regular meeting held Aug. 19th. Special meeting held Sept. 3rd.
ARISING OUT OF THE MINUTES
(1) Rock, shale, fill removal by local contractors – Mrs. Butler informed council that a meeting has been arranged for next Tuesday morning at 10:30 with officials from the Dept. of Natural Resources and Conservation to discuss this matter in detail. (2) Targa school – it was reported that the two day event here on Bell Island went really well. Councillor Somerton reported that over $1200 was donated to the Boys and Girls Club. (3) Pumphouses – agreed that we should have all of our pumphouses insulated to cut down on the use of heaters during winter.
RCMP
Mayor Gosine extended thanks to Corp. O’Keefe and his officers for a job well done in having a situation in the West Mines area addressed and taken care of in a very professional way.
(1) Break and Enters – it was reported that 11 break and enters had occurred in a five week period, and that 7 of those cases have been solved with 14 people being arrested and charged. (2) Town Hall Meeting – Corp O’Keefe said he is trying to organize a “Town Hall” meeting with key people of the community to see what can be done about the young people who are out of control on the island. He said it is a big issue and has to be addressed. (3) Pals and Dare programs – Mayor Gosine felt these programs should be reactivated in the schools, with the RCMP presence a regular occurrence in the schools so that young people will know they are there to help them and guide them.
FINANCIAL REPORT
The following items were mentioned: ü Graduate Program – Mr. Joe Donkers has been hired for one year to act as our Accounts Receivable officer.
TOWN MANAGER’S REPORT
The following items were mentioned: ü Backhoe – still not repaired, we are still using a loaner from Toromont. ü Seeding of field – agreed that we get some advice perhaps from Murray’s in the Cove to see if it would be a good idea to seed this late in the year, or should be wait until next years. Councillor Somerton said he would check into this. ü Emergency Plan – Mrs. Butler reported that Mr. Paul Peddle, from Fire and Emergency Safety Services would be conducting a 2.5 day workshop in the council chambers from Oct. 15th. to Oct. 17th. to discuss our emergency plan and to make recommendations and suggestions etc. Interested groups would be in attendance, i.e. RCMP, Fire Dept. etc.
ü The Valley – It was reported that council employees are doing a really good job in the Valley preparing for the paving program. Mayor Gosine said that there were some concerns from a few families in the Valley (Parsons, Gear, Yetman), and that these have been taken into consideration and will be dealt with.
APPLICATION ü Mr. Gerald Hibbs – to construct a new house on Hibbs Road. This was approved on a motion by Councillor Craig and seconded by Deputy Mayor Pendergast. Motion carried. ü Mrs. Gail Sweeney – to convert her garage into a two-apartment building. This was approved on a motion by Councillor Kent and seconded by Councillor Somerton. Motion carried. CORRESPONDENCE 1) MNL advising that the location for the annual conventions will be held in St. John’s in future, as Corner Brook and Grand Falls-Windsor are unable to accommodate the numbers of delegates involved. 2) MNL re the Torngat Municipal Achievement Awards, as the deadline is Sept. 26th. we may not be able to nominate anyone in time. 3) Wooden Boat Museum conference – ordered placed on file. 4) Holiday light Switch (LED’S) – check to see if we can get involved in this program. 5) Correctional Services Canada – a Proclamation was signed by Mayor Gosine proclaiming Nov. 16th to Nov. 23rd as Restorative Justice Week in the Town of Wabana. 6) NEAJC – advising that their next meeting will be held here at Wabana on Sept. 17th. CONCERNS 1) Mrs. Butler informed council that Mr. Brian Clarke of Classic Mouldings/Bridawn Holdings have not paid rent for many months, they were notified that their locks would be changed and their equipment moved out so that this space could be used for vehicle storage. Also we have placed Mr. Clarke’s account with our collection agency and subsequent court action will be taken if they are unable to collect otherwise. 2) Councillor Craig suggested we have the mural on the Wabana Complex repaired, also that perhaps some program can be tapped into to have other murals restored as well. It was suggested that perhaps Mr. Ed Kent could check into this for us.
3) Councillor Craig mentioned that several roads in the West Mines area are in need of upgrading and repairs: Whalen St., Ford, St., Byrne St. 4) Councillor McCarthy suggested that the shoulders of the roads in Scotia # 1 and other areas are in need of upgrading and repairs, also he said some ‘tapering’ of West Mines Roads is needed, similar to the ranges on No. 2 Road. 5) Councillor McCarthy inquired about the Arena and what steps are being taken for the opening and for the hiring of a manager, etc. He was informed that the Recreation Commission would be meeting with council next Thursday night to present recommendations and suggestions for the arena and the management, etc. 6) Councillor Laurie informed council that there is a new administrator (Ms. Katherine Walters) at the hospital now replacing Mr. Art Morgan who is now working in St.John’s. 7) Mayor Gosine informed council that it would be a good idea to connect the new pavement for Exile Street into the Knight of Columbus Drive, a small section, and would enhance the area greatly. A motion was made by Deputy Mayor Pendergast and seconded by Councillor Somerton that this be included in our paving program. Motion carried. 8) Mayor Gosine said that he has been trying to obtain accommodations for council members for the convention in Corner Brook, he said he should have this finalized this week. There being no further business to discuss the meeting adjourned at 9:20pm on a motion by Deputy Mayor Pendergast and seconded by Councillor Craig. Motion carried.
