TOWN OF WABANA
July 15, 2008

The last regular meeting was held on Tuesday, July 15, 2008, with the following in attendance:

The meeting was called to order at 8:10pm by Mayor Gosine. The minutes of the last regular meeting were adopted as circulated on a motion by Deputy Mayor Pendergast and seconded by Councillor Craig. Motion carried.

Mayor Gosine expressed condolences to the Kent family on the passing of their mother Margaret. He also informed council that Councillor McCarthy is in hospital and is doing well.

RCMP

Topics discussed:
(1) Report from Const. Rayner concerning Gary Jenkins (cutting trees). The report was sent to the Dept. of Forestry. It was felt that Const. Rayner be sent a letter of appreciation for his excellent report on this matter, and for his dedication during his term here on the island.

(2) Letter from a concerned citizen regarding ATVs. It was mentioned that ATV use is a big issue all over the province, and very hard to control. Corp. O’Keefe said they are doing their best though to keep this matter under control. He said they are presently trying to get an inventory of all ATV on the island.

(3) Corp. O’Keefe said he will try his best to have the newsletter reactivated with some help perhaps from Tracy Merrill.

ARISING OUT OF THE MINUTES

(1) Classic Molding – locks have been changed on the doors, and their account placed with Credit Recovery for collection.

(2) James Kelloway – he was contacted to have his old loader removed from the beach, and his property cleaned up on Memorial St. The Town Manager said she would make contact with him again.

(3) Water problems – Mayor Gosine said he has been speaking to the engineers and hopefully we can get some action soon regarding the well for Steve Neary Blvd.
It was mentioned that the Mayor, Ed Kent, Frank Huxter, and the engineers are to be commended on getting this project moving as fast as it is.

(4) Leak at St. Michaels – agreed that a letter be forwarded to the school board with a view to having this leak repaired immediately, and also that they be informed that they must get their holding tank repaired as well.

FINANCIAL REPORT

Accepted as presented.

TOWN MANAGER’S REPORT

Arena Fraud Claim – our accountant, Greg Stokes, and our consultant, Ed Kent, will be writing the insurance company for a counter offer, re the claim amount.

Canada Day – Mayor Gosine ordered fireworks and organized the activities, and it went really well. The best year yet according to many.

Fence for field – This to be completed as soon as possible, so that the hydro seeding can be carried out. A concern was expressed that a lot of water will be required for this process, and that could be a concern considering we have a water ban in place.

Targa - should be starting around Sept. 7th.

APPLICATIONS

(1) Fred Parsons to operate a bike tour business. This was approved on a motion by Deputy Mayor Pendergast and seconded by Councillor Craig. Motion carried.

(2) Jeff and Krista Clarke to obtain crown land at Quigley’s Line to build a summer cottage. Councillor Kent said he would like to have this application deferred because there are some issues in this area with land ownership.

(3) Scott Hutchings and wife to open a sports bar and beauty parlour in the former Farrell’s building on Steve Neary Blvd. This was approved in principle on a motion by Councillor Kent and seconded by Councillor Craig. Motion carried.

CORRESPONDENCE

(1) Paving Tender – Approved for Farrell’s Excavating at $341,000 on a motion by Councillor Kent and seconded by Councillor Craig. Motion carried.

(2) Culverts for Paving – Agreed that council would order them and have them installed by our employees. This was approved on a motion by Councillor Laurie and seconded by Deputy Mayor Pendergast. Motion carried.

(3) Knowledge in Motion 2008 – a session will be coming to Bell Island during their tour; perhaps a mine tour could be arranged.

(4) TREK magazine – agreed that we place an ad for $500.00 in this magazine. This was covered in a motion by Councillor Kent and seconded by Councillor Somerton. Motion carried.

(5) Arena Management committee report – Dave Brazil was present at the meeting and gave an overview of the meeting and the work the committee is doing to have funds approved for the arena. Also that some immediate work is required at the arena right now, such as painting, etc. It was agreed that the students could do this work with some supervision. This was covered in a motion by Councillor Craig and seconded by Councillor Somerton. Motion carried.

(6) Councillor Kent said he would serve on the Arena Management Committee in Councillor McCarthy’s absence.

(7) Letter from the North East Avalon Tourism Committee advising that they will be meeting on Bell Island in Sept.

(8) Graduate Program – this has been submitted for a one year program.

CONCERNS

(1) Ed Kent – He advised that he is still actively pursuing funding for the Wabana Complex for the roof, etc.

(2) Ed Kent said that he had been asked by the employees to mention the issue regarding RRSP’s for employees. This issue will be discussed at a later date.

(3) Councillor Somerton said he would be taking a team to the Killick Coast games. Also he said things are moving along nicely towards the Bell Island Day celebrations.

(4) Councillor Craig said that council should start soon to look for a new Town Manager, Town Clerk and Arena Manager.

(5) Councillor Laurie informed council that she has been informed that there are foxes on the island. Mrs. Butler said she would contact the Wildlife Dept. about this.

(6) Deputy Mayor Pendergast said there is a huge pothole near the fire hall that needs repairing, and one near the bakery; these are the responsibility of the Dept. of Transportation.

(7) Mayor Gosine informed council that he was on NTV today doing an interview concerning the Accordion Idol contest.

(8) Mayor Gosine said that some people have been concerned about people setting off fireworks in the town, and that this could be a danger. It was mentioned that there is no law against this.

(9) Mayor Gosine said that he will be walking in the walk-a-thon this week to raise money for the Heart and Stroke Association. He said last year he raised the most money in the province.

There being no further business to discuss, the meeting adjourned at 10:30pm on a motion by Councillor Somerton and seconded by Councillor Kent. Motion carried.
