Mar. 21, 2006 The last regular meeting was held on Tuesday, Mar. 21st. with the following in attendance: Mayor Gosine Before the meeting was brought to order, Mayor Gosine asked for a moment’s silence for Mr. Walter Fillier, an honourary fireman, who recently passed away. And it was decided to send a card to Mr. Gordon Stoyles, a former fireman, who is ill in hospital. The minutes of the last regular meeting were adopted as circulated on a motion by Councillor Kent and seconded by Councillor Craig. Motion carried. ARISING OUT OF THE MINUTES: (1) New truck – Mr. Kent said we should get the new truck tomorrow or the next day. Councillor Craig suggested we take some pictures of it to put in the RCMP newsletter. (2) Councillor Craig said that we should change the password for submitting our Infrastructure application, so that it will be a secured password. This to be done. FINANCIAL REPORT – accepted as presented. TOWN MANAGER’S REPORT – accepted as presented. ARENA REPORT – accepted as presented. CORRESPONDENCE – (1) Letter from Public Works Canada re Readmen’s Head, surplus federal real property Application will be made to the Dept. of Municipal Affairs for this land. (Lighthouse area). (2) Letter from the Municipal Rural Infrastructure Fund - Mr. Kent said that our engineers will be looking after our application for funding. (3) Letter from Torbay Parks and Recreation – regarding the regional games and minutes of the last meeting. It was suggested that perhaps our Arena Manager could attend future minutes with this committee as our representative. (4) Copy of letter to Honourable Trevor Taylor, MHA from Mr. Norman Doyle MP regarding correspondence from Mr. Dave Brazil of the Ferry Users Committee, and that this committee was not consulted for input on BMT Fleet’s fact-finding mission and deliberations on a Ferry Vessel Strategy. He asked that the Minister contact him concerning this important matter. (5) Letter from the Dept. of Environment – concerning land at the pier where Imperial Oil had their oil tanks. Mr. Kent said we are seeking this fenced area to be used for a smoke house location for our fire brigade during their practice sessions. (6) Letter from Rhonda Tulk-Lane, Professional Development Coordinator with Hospitality Newfoundland and Labrador – concerning a one-day conference on Bell Island on Mar. 31st. for students. She is requesting the Mayor’s attendance and for him to speak to the gathering, and also she is seeking a donation towards the event. (7) Letter from the Dept. of Transportation and Works to Mayor Wayne Ruth, President of the NLFM advising of that department’s representatives to the advisory committee on Intra-Provincial Ferry Service. (8) Letter from Mr. Reg Durdle concerning our webpage renewal. Agreed that we would renew again for the amount of $2000.00 which includes web page storage and domain registration, outsourced web mail by Everyone.net, and site maintenance, and miscellaneous site features. This was covered in a motion by Councillor McCarthy and seconded by Councillor Laurie. Motion carried. (9) Letter from Dept. of Health and Community Services – concerning a series of seventeen public consultations to help Government develop a Provincial Healthy Aging Framework. Councillor Laurie said she would attend the one on Mar. 31st. in St. John’s or Mount Pearl. (10) Letter from the Dept. of Municipal Affairs - concerning the St. John’s Urban Regional Plan Review – as council expressed an interest in this review; they must appoint a member from council to attend a future meeting, to discuss various issues. This to be discussed later. (11) Letter from the Atlantic Institute for Market Studies (AIMS) - showing the annual report card on Atlantic on Atlantic Canadian High Schools. As St. Michael’s High School was given a D grade it was felt perhaps a meeting with the principal is in order. This to be checked into. (12) Letter from Killick Coast re Draft By-Laws for the Chamber of Commerce – agreed that copies of these be made for business people on Bell Island. (13) Letter from Capital Coast – Regarding regional planning for the Northeast Avalon, this conference will be held at the Best Western Travellers Inn on Mar. 21 and Apr. 1st. Councillor Craig said he would attend on council’s behalf. (14) Letter from Killick Coast Chamber of Commerce – social to be held at Murray’s Pond for a Business Networking session on Mar. 29th. for anyone interested in attending. (15) Letter from Killick Coast Chamber of Commerce – re meeting scheduled for Thursday, Mar. 30th. at the Town of Flatrock, and that a representative from our town is invited to attend. CONCERNS (1) Councillor Laurie said that we should update our Disaster Plan and co-ordinate a mock disaster, and also make whatever changes are necessary to the plan. (2) Councillor Craig said that he had been asked by Mr. Clarence Rose, of Fouth St. to have a street light placed in his area. This area to be checked by the Street Light committee and a report made to council at the next meeting. (3) Councillor Craig reported to council that Bell Island may not get as many summer placement students this year as we will not be using the umbrella system for all businesses and organizations. Mr. Kent said he would speak to Mr. Norm Doyle, MP, with a view to obtaining the same number of students as before. (4) Councillor Craig said that a meeting will be held early in April to discuss the position of the Economic Development Officer. (5) Councillor Craig suggested we should have a waste management/recycling program, and suggested we could perhaps meet with a representative from the MMSB to discuss this matter further. (6) Councillor Kent said he attended the NEAJC meeting in Holyrood recently and gave a report on this meeting. He said several important topics were discussed like: car wrecks, waste management, the controversy over Robin Hood Bay and Dog Hill, ticketing, and the gas rebate taxes. (7) Mayor Gosine suggested we seek funding for a condenser for the arena. He also said the bottom exterior of the arena is in bad shape and should be addressed. (8) Councillor McCarthy said that the arena parking lot is in a terrible condition and should be graded and made a little more passable. (9) Mayor Gosine said he heard that there is only one x-ray technician at the hospital now, and that this is a big concern for our residents. Councillor Laurie said she would be speaking to Mr. Morgan about this issue. (10) Mayor Gosine reported that the fish plant is still having problems with staffing, and he was asked to intercede. He said a committee was formed and they have addressed their problems and have forwarded them to our MHA Dianne Whalen. Councillor Kent felt we should not be getting involved with this issue, as it is an internal labour problem and they will have to work things out among themselves.
