The meeting was called to order at 4:30pm. The minutes of the following meetings were adopted as circulated on a motion by Deputy Mayor Pendergast and seconded by Councillor Craig. Motion carried.

At this point Mayor Gosine expressed condolence to Deputy Mayor Pendergast on the recent passing of his brother, Frankie. A moment’s silence was observed. Deputy Mayor Pendergast thanked council for their show of sympathy.

RCMP

Const Raynor reported on the following:

1. Signage – many signs need replacing.
2. Wood’s Ave – blockade needed there.
3. Bicycle rodeo.
4 Helmets – children should use them for skating board, bike riding, and
roller blading.

Councillor Craig mentioned that the parking lot of West Mines Convenience is used as a short cut to and from Conway Street, and is a dangerous practice. He suggested a “Caution” sign be erected there, or perhaps a guard rail.

Mayor Gosine suggested that councilors come to the Town Office to discuss items of interest to them in the minutes, so that they can be dealt with before the meeting starts, this will cut down on time.

ARISING OUT OF THE MINUTES

(1) Jim Kelloway – he informed the Town Manager that he would have his various areas cleaned up by the end of June.
(2) Brian Clarke – Mr. Kent said he is still trying to arrange a meeting with him.
(3) Pier – Councillor Kent felt that after the Dept. of Environment carries out their inspection of the area, it should be reinstated to its original condition.
(4) Paving – Mayor Gosine said that the parking stalls here at the Complex were not included in our recent paving program, but that council should pave those areas now. A motion was made by Councillor Kent and seconded by Deputy Mayor Pendergast that council would have the parking stalls paved. Motion carried.
(5) House Numbers – Councillor Craig said that he has reminded residents in the newsletter that they should have numbers placed on their houses.
(6) Dogs – Councillor Craig said that there are many dogs roaming around the town and it seems to be getting worse all the time.

FINANCIAL REPORT – Accepted as presented.

TOWN MANAGER’S REPORT

1. Mr. Kent reported that Adam Ryan has just started work on a SWASP program.
2. Mayor Gosine felt that NF Power should be cleaning up the mess made by their work crews. It was mentioned that a contractor will do the clean up after they are finished replacing poles, etc.
3. It was reported that ducks, owned by Mr. Mike Laurie are causing some concern to motorists in the East End Road area. Agreed that a letter be written to Mr. Laurie with a view to having his ducks kept under his control.

ARENA REPORT

It was agreed that a letter be sent to Mr. Walt King, in Cambridge, Ontario for his kindness in sending material here for the arena floor.

Some discussion took place concerning the fields and playground area, and that the suggestion made by Mr. Gillingham to develop No. 3 yard as a playground/ playing field be given some consideration.

CORRESPONDENCE

1. Letter from Mr. Sandy Bennett, re his property on Mercer St. – sewer problem. Mr. Kent to check into this.
2. Letter from Mrs. Harriett Taylor, and a petition from residents of King’s Ave. concerning water conditions in that area. Mr. Kent said that we will carrying out flushing in the area to try to improve the water quality.
3. Letter from James and Margaret Bickford of Colbourne St. re problems with ATV’s – Mr. Kent informed council that a barricade has already been placed there to eliminate this problem.
4. Letter from the Eastern School re the meeting we had with them.
5. Letters from the principal of St. Michael’s re students seeking support for two students to go to Quebec for a French program. Agreed that we could give them some town pins and some brochures in lieu of money.
6. Thank you card from members of the Touch of Class for the work council has carried out on their building.
7. Letter from the National Defence Operations asking that council recognize the distinguished career of Sergeant Anne Newton who will be retiring from the Canadian Armed Forces after 28 years of service. A motion was made by Councillor Craig and seconded by Councillor Somerton that we would send a letter to her for her accomplishments. Motion carried.
8. Letter from Boyd Merrill to open a Bed and Breakfast in his house. This was approved on a motion by Councillor Kent and seconded by Councillor Craig. Motion carried.
(9) A request was tabled from the Fire Dept. for council to cost share a Rescue Kit. This was felt to be a very worthwhile kit to have, so a motion was made by Councillor Kent and seconded by Deputy Mayor Pendergast that we would cost share this Rescue Kit (total cost $5175.00). Motion carried.
(10) The Terms of Reference for the Human Resources study were presented. Mr. Kent advised that a notice would be placed in Saturday’s paper for quotations to carry out the study.
(11) Letter from Scotiabank advising that they would not be providing a deposit facility as it would not be feasible for them to do so. Councillor Craig said that he would be notifying the public of this via the policing newsletter.

CONCERNS

(1) Mr. Kent said that after the meeting today, the Hiring Committee will have to pick someone for the 40-week work project which was just approved.
(2) The Town Clerk inquired if the potholes at the end of Fifth St. would be repaired soon – this to be done when we get some hot mix from St. John’s.
(3) Deputy Mayor Pendergast said that the recent issue with employees and the council should be discussed at a special meeting.
(4) Councillor Kent was not impressed with our new map, and felt it was an exact copy of an old one.
(5) Councillor Craig said that land should be reinstated after quarries are completed.
(6) Councillor Craig said that he had been speaking with the Town Manager about developing a walking trail around the west dam. It was agreed that we check to see if there is any funding available for such a development.
(7) Mayor Gosine said that we should be receiving an invoice soon from Mr. Edward Kent who prepared a brief on Council’s behave to present to the Public Utilities Board re fuel prices.
(8) Mayor Gosine informed council that he has been attending meetings with Mayors of other towns concerning the need for new ferries. He said an Action Plan should be developed in the next couple of weeks to address the desperate need for new ferries in the province.
(9) Councillor Kent was concerned that we did some work in the Beach area near Dicks’. He felt this should not have been done due to our policy on businesses. Mr. Kent said we had to level off some dangerous areas there.
(10) It was mentioned that some action should be taken soon with respect to the huge pile of pallets on Marilyn Sheppard’s property. It was mentioned that pallets are also being stored in other areas. This matter should be addressed as soon as possible.
(11) Mayor Gosine spoke on the problems with several wells lately, especially those at the front, where water problems are occurring all the time. Mr. Kent said that this area as well as all other areas will be addressed in the study that is presently being undertaken by Newfoundland and Labrador Consulting Engineers.

Reg King, a spectator at the meeting, asked that the road leading to the car race track be widened out. This to be looked at with a view to having this work carried out.
