The last regular meeting was held on Tuesday, Feb. 21, 2006, with the following in attendance:

The minutes of the following meetings were adopted as circulated on a motion by Councillor Craig and seconded by Councillor McCarthy. Motion carried:
(1) Regular meeting held Jan. 17, 2006
(2) Regular meeting held Jan. 30, 2006
(3) Special meeting held Feb. 7, 2006

Next the signing of the new union contract for 2006-2009 (four years) was signed by council, and the union representative. Mayor Gosine thanked the workers and the union representative for a good round of negotiations, and a mutual agreement on the new contract. Mr. Pearce also thanked council for their input and co-operation.

RCMP

(1) Corp. Merrill gave an update on the wood cutting situation on the island. He said there will be a meeting in April when a complete assessment should be completed. Also he said there are groups in St. John’s who sell wood fairly cheap, perhaps some Bell Islanders could consider obtaining their fire word from these groups.

(2) Corp. Merrill reminded council that there are two streets which he would like to see ‘no exit’ signs erected. Mr. Kent said he would be looking into this when the weather improves.

(3) Corp. Merrill informed those present that the RCMP will be holding their annual Klondike Night soon, and all are welcome to attend.

ARISING OUT OF THE MINUTES

(1) Agreed that we check with our MHA and the Dept. of Municipal Affairs to move our request for funding to have an in-depth study undertaken on our water systems by Newfoundland and Labrador Consulting Engineers. ($55,000).

(2) Mr. Kent reported that the new dump truck is in St. John’s now having the box installed and will also have the sander installed before it comes to Bell Island.

ARENA MANAGER’S REPORT

(1) Mayor Gosine said that the Kiwanis Curling Bonspiel will take place early in March, and that the curling rings will be glazed on, and stones borrowed from another community. He said it should be a huge success.

(2) The amount owing for advertisements on the Arena Financial Report was rather high. Mr. Kent said he would speak to Mr. Gillingham about this. It was mentioned that the overall hours and revenue is up at the arena.

(3) Councillor McCarthy mentioned the condition of the arena parking lot, and that it certainly needs to be upgraded. Everyone agreed that this was true and some steps will have to be taken soon to have it repaired.

CORRESPONDENCE

(1) Letter from Parks and Recreation re Regional Games, and the need for our town to appoint a representative to attend committee meetings. It was felt that we would not send anyone for the meeting this month, but that we would obtain the minutes from this meeting, and have a council representative in place for the March meeting.

(2) Letter from FCM re new government – ordered placed on file.

(3) Letter from Killick Coast Chamber of Commerce – Councillor Craig said that the business community should be aware that there is a Chamber of Commerce in existence that they may become members of. It was suggested that this information be put in the next community newsletter.

(4) Info note from NLFM re agreement reached on allocation of Gas Tax. The note informed councils that the tax must be used for waste management or other capital works programs.

APPLICATIONS

(1) From Carla Ash and Joan Snow to reopen Fourth St. Pub as a dance bar. Mr. Kent informed council that he had received complaints from a resident on Fourth St. about noise coming from the club. It was mentioned that there is only one person complaining in the area. Anyway after a discussion approval in principle was granted subject to the approval of the Dept. of Government Services, on a motion by Deputy Mayor Pendergast and seconded by Councillor Somerton. Motion carried, with Councillor McCarthy voting nay.

(2) From Mary Noseworthy for Reg Durdle to enclose the patio area of
Princess Pub, in order to extend their seating area. This was approved in principle on a motion by Councillor Kent and seconded by Deputy Mayor Pendergast. Motion carried.





NEW BUSINESS

(1) Councillor Craig reported on the last meeting of the NEAJC and said that the next meeting would be in March at Mount Pearl, and a representative from council should be in attendance.

(2) Mr. Kent said that Tract Consultants will be presenting a demonstration on Thursday re the Lighthouse Project.
CONCERNS

(1) The Town Clerk informed council that she had to make some
revisions to the budget, and therefore needed to have the revised budget approved. This was accepted and covered in a motion by Councillor Craig and seconded by Councillor McCarthy. Motion carried.

(2) The Town Clerk asked for authorization to buy or lease an
Interac/Visa terminal to be used for those wishing to pay their taxes via this method. This was approved on a motion by Councillor Craig and seconded by Councillor Kent. Motion carried.

(3) Councillor Kent asked if we had received a report of the Petroleum
Pricing review undertaken by the Public Utilities Board. Agreed that we check on this.

(4) Councillor Kent asked about the ferry replacement strategy plan.
Mayor Gosine said the Ferry Committee will be given an opportunity to see this plan before it is released to the public.

(5) Councillor Somerton asked that street signs be repaired or
replaced, and that there should be some directional signs to the
the arena.

(6) Councillor Craig said that according to the recent health survey taken, the biggest issue concerning people of Bell Island is the absence of a bank here. It was felt we should once again contact the Credit Union with a view to them opening a branch on the Island.

(7) Mayor Gosine touched briefly on the following issues: Targa Car Show, Ads for Minor Hockey and Figure Skating, Kiwanis looking for extra members, Gerald Fowler – lifetime membership at the arena, and a plaque for James Pendergast, which he will present to him sometime soon.

There being no further business to discuss, the meeting adjourned at 9:45pm on a motion by Councillor Craig and seconded by Councillor Somerton. Motion carried.
