The last regular meeting of the Town Council of Wabana was held on July 26, 2005, with the following in attendance:

The meeting was called to order at 4:30pm by Mayor Gosine. The minutes of the last regular meeting were adopted as circulated on a motion by Councillor Pitts and seconded by Councillor Laurie. Motion carried.

JAMES AND CONNIE KELLOWAY

The Kelloways presented a letter to council requesting that we amend our Development Regulations to change a section of Lance Cove Road area of town from Residential ® to Commercial General (CG) in order to allow their proposed parking lot to go ahead. Mayor Gosine said that we will check into this matter tomorrow, however council has already turned down the application for a parking area for buses, and the appeal period for this has expired.

Mr. Kelloway said: 1. He needs an area to park his school buses. 2. Old buses are being dismantled and parked on the Diamond Club parking lot. 3. Old bus parts will be stored in a container and placed behind the Diamond Club. 4. What does he do to dispose of old tires. Mr. Kent to check this out.

RCMP

Corp. Merrill reported the following: 1. Come Home Year events are being well organized with no arrests or liquor-related offences. He said outdoor dances have proper fencing. 2. Still working on getting rid of old vehicle wrecks. 3. He reported that dogs are pretty much under control now, but he will continue to check to insure that dogs are licensed and wearing a tag. 4. He said the teen dances at the Heritage Hall are going really well with no drinking, or smoking there, and if kids go outside, they are not allowed back in. 5. He said that if offenders are found who pull down or damage street signs they will be brought to task and made examples of. 6. He reported that Const. Steve Burke is back now, also a student is working for the summer with them and doing a good job, and also a new female officer will be coming soon.

ARISING OUT OF THE MINUTES

(1) Playground equipment - Agreed that a total of $3000 be spend on a new piece of equipment. This was covered in a motion by Councillor Kent and seconded by Councillor Pitts. Motion carried.

(2) Councillor Kent suggested that trenches be excavated at the dump site which could be used during the winter for the collection of garbage.

(3) Other topics touched on were: (a) Gerald Fowler/certificate (b) Chamber of Commerce (c) Mural on Fire Hall (d) Lance Cove Wharf (e) Brush cutting (f) Mayor Gosine commended the Town Manager and the employees for removing the old tanks from our old depot (g) Fountain, Town Square - Bob Hammond will donate white rock to have the foundation re-designed.

FINANCIAL REPORT

Accepted as presented.

TOWN MANAGER'S REPORT

(1) Todd Gillingham, the new Arena Manager, will start work Sept. 12th.

(2) Agreed that the Fire Chief and Corp. Merrill will visit the old Crane property at Scotia # 1 to carry out an inspection with a view to having the building removed.

CORRESPONDENCE

(1) Letter from Min. Tom Rideout re road conditions at Portugal Cove/Old Broad Cove Road turnoff. Suggested that a copy of this letter be sent to Harold Hussey, with WST. (2) Copy of letter to Norm Doyle MP to Minister Regan, Federal Fisheries Minister re condition of wharf. (3) Memo from NLFM re various issues, ordered placed on file.

ELECTION DECISIONS

(1) Advanced Poll - agreed that there will not be an advanced poll as the proxy vote would allow for anyone wishing to vote, and will not be present on Election Day. This was covered in a motion by Councillor Kent and seconded by Councillor Pitts. Motion carried. (2) Separate election for Mayor - this was covered in a motion by Councillor Pitts and seconded by Councillor Kent. Motion carried. (3) Polling Station - agreed that four polling stations be provided at the Wabana Complex for voting. This was covered in a motion by Councillor Laurie and seconded by Councillor Kent. Motion carried. (4) Alternate Returning Officer - agreed that if the Town Clerk is unable to perform the duties of Returning Officer, Marilyn Styles, would be the alternate returning officer. This was covered in a motion by Councillor Kent and seconded by Councillor Pitts. Motion carried. (5) Nomination Day to be just one day, Sept. 6th. from 8am to 8pm, this was covered in a motion by Councillor Kent, and seconded by Councillor Laurie. Motion carried.

COUNCILLORS CONCERNS

(1) Councillor Pitts said the steps on Town Square should be cleaned off. (2) Councillor Laurie said that good comments have been coming from tourists about how good Bell Island is looking. (3) Mayor Gosine said that Aubrey Smith from NLFM is requesting a list of organizations in our town. This to be forwarded to him. (4) Councillor Kent suggested we remind people again in the next newsletter that cutting permits are required for wood cutting, that water conservation is in effect, and he also said that there should be some guidelines for private swimming pools, as to water conservation, etc. (5) Mayor Gosine informed council that the funding for Steve Neary Blvd pumphouse has been rejected. (6) Councillor Kent suggested that the summer students clean up the beach area, and that the Bell on the Cliffside be sprayed for weeds, and then painted. (7) Councillor Kent said the area around the mural on the Green needs to be cleaned up, and made more presentable. (8) Councillor Kent said that the pumphouses, bus shelters and old Town Hall should be painted. The Town Manager said this work will be carried out by the students. (9) Mr. Kent said we are waiting for our mechanic, Lorne Kent, to return to work, after having surgery, to repair our dump truck so that we could obtain some asphalt from St. John's to repair potholes. (10) Mayor Gosine said he has two Killicks (anchors), one will be placed in the museum and the other at the Town Hall. He said he obtained them from the Killick Coast association when he attended a function there recently. (11) Mayor Gosine said that the old Carbage house on the Green should be removed as it is in a bad condition. (12) Mayor Gosine said that O'Neill's Hill in Lance Cove will be paved this year by the provincial government.

There being no further business to discuss, the meeting adjourned at 5:45pm on a motion by Councillor Pitts and seconded by Councillor Kent. Motion carried.
