Dec. 21, 2004 The last regular meeting was held in the Council Chamber on Tuesday, Dec. 21, 2004, at 7:30pm. The following were in attendance: Mayor Gosine Mayor Gosine called the meeting to order. The minutes of the last regular meeting were adopted as circulated on a motion by Deputy Mayor Pendergast and seconded by Councillor Pitts. Motion carried. ARISING OUT OF THE MINUTES (1) Come Home Year - Mayor Gosine reported that the last committee meeting was well attended and very productive. (2) Highways equipment - Mayor Gosine reported that the Dept. of WS are having many problems with their heavy equipment, and if something isn't done about this situation we could be in for major problems this winter. (3) St. Boniface - Mr. Kent reported that this old school building has been secured (barred up, etc.) by Mr. Roy Bennet, the present owner. He said Mr. Bennet will make a decision re selling the building or keeping it, after it is reassessed no doubt. (4) Dozer - Mr. Kent said the dozer is ready now to go back at the dumpsite, and will be driven there tomorrow. (5) Infrastructure Program - Mr.Kent reported that an estimate has been submitted by our consulting engineers for a new well and pumphouse for Dosco Hill. (6) Edward Kent - The Mayor suggested we wait until next year to nominate Mr. Edward Kent for the Order of Newfoundland and Labrador award, as this will give us plenty of time to give the process the attention it deserves. (7) Christmas Parade - Mayor Gosine reported
that the parade was very well attended, but he was a little upset that
council employees did not volunteer to take part in the parade with a piece
of heavy equipment. It was noted that the Fire Dept. was well represented
though. FINANCIAL REPORT A few questions were asked by councillors and were answered by the Town Clerk to their satisfaction. The report was accepted. TOWN MANAGER'S REPORT (1) Mr. Kent reported that Mr. Riv Ford was requesting some work done on the walking path near his home. This to be done when time allows. (2) Two street lights to be checked: One on Knights of Columbus Road which was always paid for by the Knights of Columbus, but now that they have moved their meeting location, they are asking if council would like to take over this light. The other light requested was by Mr. Bernard Sweeney. He is requesting that a light be placed on the pole between his residence and Mr. Ed Fitzgerald's property, Bown St.. (3) Night Shift - Mr. Kent said he has not started the night shift yet because the weather has been mild, and Mr. Lawrence has not been in good health due to his diabetes. (4) Mr. Kent reported that a lot of time is being spent on the dumpsite by our equipment and workers and made several suggestions to relieve this problem: (1) Hire a pipefitter's assistant to go with
Jim Pendergast at the plumbing. After a discussion it was agreed that we
would advertise for a temporary equipment operator for the winter months.
Mayor Gosine recommended that Dale Butler be given first opportunity if he
applies as he has worked with council for the last couple of years and has
done a good job. This was acceptable but it was agreed that an alternate be
chosen as well. ARENA REPORT It was mentioned that we should soon advertise for a new Arena Manager to replace Mr. Ford when he retires. It was suggested we get some estimates as to how much it costs council to operate the arena yearly. The report was accepted as presented. CORRESPONDENCE (1) Letter to Councillor Shannie Duff from
Deputy Mayor of Mount Pearl re ban on smoking - ordered placed on file. COUNCILLORS CONCERNS (1) Mr Kent informed council that he had received a phone call from Mr. Keith Rose, a lawyer, representing a Mr. Dave Boland who was in the process of purchasing Florence Pynn's old building. As there is a removal order on this house, it was decided that the Mr. Kent check further into this matter as it was stated in the order that the council was bound by it. (2) Mr. Kent informed council that Mr. Jamie Parker and Mr. Randy Daley has called him on numerous occasions regarding their interest in waste iron ore tips, as there is a big market in China for this material. He said he has asked those gentleman for a proposal and a business plan and who their financial backers are. He said he is still waiting for this information. (3) Councillor Pitts wished all council members and staff a very Merry Christmas and Happy New Year. (4) Councillor Pitts said that the amount paid to our volunteer firemen for practises ($144.00 per fireman, per year) has not increased for many, many years, and should be looked at in the new year with a view to having it increased. (5) It was agreed that Christmas bonuses be paid to employees as in previous years. There being no further business to discuss, the meeting adjourned at 9:20pm on a motion by Councillor Pitts and seconded by Deputy Mayor Pendergast. Motion carried.
