The last regular meeting was held on May 27th with the following in attendance: Mayor Gosine Sgt. Ron Andrews, RCMP Mrs. Rita McGrath The meeting was called to order at 4:10pm by Mayor Gosine, the minutes as circulated were adopted on a motion by Deputy Mayor Pendergast and seconded by Councillor Pitts. Motion carried. RCMP The following issues were discussed: As Const. Stevenson will be leaving the island soon for a new posting, Mayor Gosine took this opportunity to thank him for his years of service to the community and acknowledged what an excellent officer he is and wished him well in his new job location. Const. Steveson thanked Mayor Gosine for his well wishes. RITA MCGRATH/MARY DELANEY These two ladies had concerns about the incinerator and the dumpsite. Mrs. McGrath said the smoke comes into her house all the time from the incinerator because after normal working hours and on weekends people go there and light fires. She made a suggestion that the gate be closed after normal working hours so that people will not have entry to this area when the council watchmen is not on duty. Ms. Delaney was very worried about plastic and other toxins being burned at the incinerator and the threat this is to her family and other families in the area. She said an air quality test should be conducted. Mayor Gosine assured the two ladies that council would take action on their concerns within the next week or ten days. ARISING OUT OF THE MINUTES (1) Mayor Gosine suggested council host a small going-away party for Const. Steveson. (2) Jenkins - Mayor Gosine read a letter from
Health and Community Services (Karen Coles and Karen Tuck), advising that as
protective workers they are unable to attend a council meeting to address
concerns about the Jenkins family or any other family. (3) Street Lights - agreed that the new light installed on Courthouse Hill may have to be moved one pole down. This to be checked into further. (4) Foxes - it was reported that some people have sighted a fox on the island again. (5) North Atlantic - Mr. Kent said the new site (behind Wabana Complex) is being checked to see if it is zoned properly for the tank farm. (6) Ecumenical Service - it was felt that a thank you letter be forwarded to the Knights of Columbus for arranging this very moving and thoughtful service for the firemen and RCMP officers. (7) WST - Mayor Gosine advised that council employees are very insulted that we are considering asking the Dept. of WST to help us with car wreck removal this year. He suggested our employees work a few hours extra in the evenings and on Saturday to get the clean up program completed, and that we still can obtain the services of the Dept. of WST for the removal of car wrecks, with no threat to our employees' scope of work. (8) Valley Hill - Mr. Kent said that stone would be placed on this hill soon to improve the roadbed significantly. (9) Fitzgerald's Lane Water Line - agreed that work be started as soon as we can get some workers, as this water line has to be installed before the road paving is carried out. (10) Chlorination - Deputy Mayor Pendergast said we need an assistant plumber to work with our plumber when the new chlorination system is installed and to help with normal plumbing duties and any other duties dictated by council. It was decided that we would first advertise within our own work force, and then outside if we are unable to obtain a qualified person internally. FINANCIAL REPORT - accepted as presented. TOWN MANAGER'S REPORT (1) Kelloway's Buses - it was decided that an order be issued to Mr. Kelloway to have the area at the front where he has many old buses and bus parts cleaned up within a certain time limit. This order was covered in a motion by Councillor Kent and seconded by Councillor Laurie. Motion carried. (2) Immaculate Conception School to close 2004 - council was concerned over what will happen to the school building when it is closed next year. Also mentioned was St. Boniface School, and that it is up for sale at the present time. ARENA REPORT - accepted as presented. ARISING OUT OF MINUTES OF SPECIAL MEETING (1) Letter from Gary Sweeney in reply to the letter we sent him regarding his conduct at our last meeting. Mayor Gosine felt we should respond to this letter as well. (2) It was decided that we would post up notices advising the public that the dumpsite will be closed 3:30 daily, and on all weekends. CORRESPONDENCE (1) Letter from NLFM re Municipal Leadership Golf Tournament - anyone wishing to attend to let the Town Clerk now as soon as possible. (2) Letter from Ocean Net re cleanup of beaches - it was felt we should get involved in this program. (3) Letter from the Federal Minister of Environment re weather services - ordered placed on file. (4) Letter from the Dept. of Municipal Affairs re audit and that it has to be adopted by council. A motion was made by Councillor Pitts and seconded by Deputy Mayor Pendergast that the audit report for 2002 be adopted. Motion carried. (5) Information from the Fire Commissioner's office re upcoming fire training courses - ordered placed on file. (6) Letter from the Arena Manager re the arena roof and recommending that the arena not open next season with the roof being in the condition it is in. Agreed that we follow up on requests for funding to have the roof replaced /or repaired. NEW BUSINESS Car Wrecks - agreed that we notify the public that there will be a fee for wreck removal after this year, if they request more wrecks to be removed. Dilapidated Buildings - agreed that we carry out orders that were made re the removal of such buildings, and that we seek legal advice concerning the old Prince's Theatre owned by Mr. Tom Kelloway. CONCERN (1) Mr.Kent informed council that the lease on the old Logwood Park property was for 10 years and was held by the old Recreation Commission, and that now someone is interested in using the area. He suggested another 10 year lease be held by the present Recreation Commission or the Town of Wabana and that if someone wanted to use it for pastureland that could be considered. (2) Councillor Pitts said that Father Dohey had approached her about having Cemetery Road upgraded. Mr. Kent said that he too had a request from Father Dohey and that he would be taking care of this as soon as possible. (3) Councillor Pitts said the fountain on Town Square should be cleaned up and fresh flowers planted. (4) Councillor Kent informed council that the manhole near the old town hall was overflowing and should be checked as well as other manholes. (5) Councillor Kent suggested we apply for funding under the Multi Materials Stewardship Program. (6) Councillor Kent inquired if permits had been obtained by people who have recently started building and doing repair work. The Town Clerk informed him that permits had been obtained in all instances. (7) Councillor Laurie said she had received a complaint from Mrs. Shirley Bickford of Fourth St re noise from the Fourth St. Pub in the wee hours of the morning. RCMP to notified, as this is not a council matter. (8) Mayor Gosine informed council that Chief Simeon Jacovich from Davis Inlet was interested in bringing some young boys here to live for a year and to get involved in a hockey program. He felt this would be good thing for the boys and for our community. (9) Mayor Gosine informed council that as of May 20th. he will be qualified as a marriage commissioner and will be permitted to perform marriage ceremonies. There being no further business to discuss, the meeting adjourned at 6pm on a motion by Councillor Pitts and seconded by Councillor Kent. Motion carried. CONFIRMED Mayor Town Clerk
