The last regular meeting of the Town of Wabana was held on Tuesday, Mar. 25th with the following in attendance:

The meeting was called to order at 4:15pm by Mayor Gosine. The minutes of the last regular meeting were adopted as circulated on a motion by Councillor Pitts and seconded by Councillor Laurie. Motion carried.

RCMP

(1) Fighting at Normore Crescent - seems to be an ongoing problem.

(2) Home brew being sold to youth and others has become a big issue as well.

(3) ATV's still creating problems, but tickets are being issued for those who abuse them and drive them on the highway.

(4) Newsletter - council expressed the concern that the newsletter may die when Const. Stevenson leaves the detachment. He (Const. Stevenson) said he is hoping one of the other officers will continue with it.

SOPHIE MEYER/DAVE PANTING/PONY ISSUE

Ms. Meyer addressed council with her concerns re council's order to her to have her pony and related manure removed. After a discussion it was felt that Ms. Meyer and Mr. Panting should speak to Mr. Scott King, the person making the complaints about the pony, and see if they can resolve their differences before any further action is taken. Ms. Meyer left some information for councillors to read regarding her project to provide new adventure and recreation for Bell Island youth while at the same time promoting and preserving the Newfoundland pony.

It was decided that we wait until our next meeting for a full report regarding the pony, etc.

ARISING OUT OF THE MINUTES:

(1) Foxes - agreed that the fox cage be checked every day.

(2) Street Lights - agreed that Councillor Squires and Councillor Kent determine the best areas for street lights for Church Road and Courthouse Hill and to inform the Town Clerk so that an order can be placed for those lights. This was covered in a motion by Councillor Squires and seconded by Councillor Kent. Motion carried.

(3) Capital Works - Mayor Gosine gave a report of the meeting he had today with our MHA and Mr. Edward Kent concerning our request for capital funding, and that tomorrow a meeting will be held with the Minister of Municipal Affairs to discuss possible 90/10 sharing of costs.

(4) William Hunt - The Town Clerk reported that the incinerator operator, Gary Sweeney is having some problems with the garbage contractor. It was felt that we should meet with Mr. Sweeney and Mr. Hunt separately and then together, perhaps next week, to try to iron out the problems.

FINANCIAL REPORT

Accepted as presented. Councillor Squires felt our repairs and maintenance costs were high, and wondered what could be done to reduce that.

ARENA REPORT

Accepted as presented. Agreed that we try to meet with the arena manager next Tuesday at 4pm to discuss the financial crisis of the arena. Councillor Squires was of the opinion that we should not have to depend on former Bell Islanders living in Ontario to sustain our arena, Bell Islanders living here should be making a bigger effort to support and sustain our arena.

CORRESPONDENCE

(1) Letter from NLFM re resolution on the Intra Provincial Ferry Policy - Mayor Gosine advised that the rate freezes are still in effect and should be for some time.

(2) Infonote from NLFM re Gander Weather Station - agreed that we would support them in their efforts to retain the weather station in Gander.

(3) Application from Mr. Dave Baker to operate a taxi business. This was approved.

(4) Letter from the St. John's District Labour Council re the annual wreath laying ceremony observing the National Day of Mourning for workers killed or injured in the workplace being held at the lobby of Confederation Building on Monday, April 28, at noon. Agreed that someone from council would take part in the ceremony.

(5) Letter from the Minister of Tourism, Culture and Recreation re the establishment of a provincial or municipal park for Bell Island, and suggesting we contact their policy analyst, Damien Morrissey for further advice regarding how to proceed with such a project.

COUNCILLORS' CONCERNS

(1) Councillor Pitts asked what the speed limit was for Steve Neary Blvd because there isn't one posted and there is a lot of speeding going on there. Mayor Gosine said that the normal speed limit is 50kph.

(2) Councillor Kent suggested several topics for the next RCMP newsletter:
1. Boil order still in effect.
2. Dilapidated houses.
3. Car wrecks.
4. Annual clean-up.

(3) Councillor Kent said that a lot of our road signs need replacing, and he mentioned that we should soon post our vacation schedule.

(4) Councillor Squires felt our workers should prepare and submit daily work reports as he feels there is a substantial amount of time being wasted by our outside workers.

(5) Mayor Gosine informed council of the topics covered today in his meeting with our MHA:

- Bell Island Docks - Phase 33 of project.
- Breakwater project.
- Capital funding - priority roads to be paved.
- Municipal Capital works.
- New ferry construction.

- Road signage to assist Bell Island tourism.
- Status of ferry terminal electronic signs.
- Status of Bell Island Hospital.
- Funding to install airstrip lighting and security fencing.

There being no further business to discuss, the meeting adjourned at 5:30pm on a motion by Councillor Kent and seconded by Councillor Pitts. Motion carried.
