What is an ICSP?
An ICSP is an Integrated Community Sustainability Plan. In it’s most
basic form an ICSP is a
long-term strategic plan that should encompass most aspects of municipal
planning. “Integrated
Community Sustainability Plans” means a long-term plan, developed in
consultation with
community members, that provides direction for the cities, towns and
regions to realize
sustainability objectives it has for the environmental, cultural,
social, economic and governance
dimensions of its identity.
What are the key components?
Every ICSP, regardless of the option, should contain the following vital
components:
• Public participation in the decision making process.
• Consideration for the five pillars of Environment, Economic, Social,
Cultural and
Governance sustainability.
• Consideration of any relevant land use plans or policies in the
appropriate jurisdiction.
• Integration with or consideration of any relevant existing community
or regional plans.
• Identified goals and specific actions to accomplish required outcomes
over a five year timeline.
• Recognition of the fiscal requirements and realities related to the
implementation of the plan.
• Collaboration with neighbouring municipalities, communities or
regional entities where
appropriate.
• Description of the sustainable infrastructure projects that will be
developed with Gas Tax
funding (as listed in Capital Investment Plans) as well as those
projects that impact ICSP goals.
• Some kind of monitoring and evaluation process to ensure the document
is always relevant.

Town of Wabana's ICSP
The Town`s ICSP Committee
(Integrated Community Sustainability Plan) are building working groups
around nine projects. The aim of each project is to address to needs of
our community with local resources. Of prime importance is the Human
Resource. We need volunteers to make these projects unfold. If

Project Summaries
1. Fixed Link Task Force
This project aims to explore the possible methods of building a fixed
access to Bell Island.
2. Communication Strategy
This project aims to improve our
community's ability to communicate by organizing efforts around the
following five methods of communication: Face to face, Print, Radio,
Television, Internet
3. Lightkeeper's Tourism Centre
This project aims to convert the
former lightkeeper's residence into a space designed to welcome visitors
to Bell Island and to provide them with all direction they may need to
fully appreciate the Island's natural beauty and cultural heritage. The
Lightkeeper's Tourism Centre intends to provide the coordination
necessary to continue to grow our Tourism Industry.
4. Tidy Towns Committee
This project aims to bolster the
level of community pride by addressing the following areas of the Tidy
Towns program: Tidiness, Environmental Awareness, Community Involvement,
Natural & Cultural Heritage Conservation , Tree/Urban Forest Management,
Landscaped Areas, Floral Displays, Turf and Groundcovers
5. Community Gardens-Harvest Festival
This is a two part project which
links the proven potential of the Island's soil to produce great
vegetables with the community's need to get together and appreciate the
talents of all those who make this community a great place to live.
6. Harry Hibbs & Friends Memorial Park
This project aims to commemorate
the legacies of Bell Island's musicians by creating a space where people
can go for a stroll, ride bicycle, play in a splash park, grow a garden
or simply enjoy the passing of time.
7. Age-Friendly Awareness Group
This project aims to provide a
space where our senior's can create a community for socialization,
accessing resources, and organizing themselves to improve the
circumstances faced by senior's on Bell Island.
8. Waste Management Awareness Campaign
This project aims to educate Bell
Islander's on how to manage their garbage at the household level and
thereby reduce unnecessary waste management expenses for taxpayer.
9. Signage Plan
This project aims to provide
recommendations on the development, planning, coordination and
implementation of a new signage system for Bell Island. Current research
and development has identified the Tourist-Oriented Directional Signage
(TODS) as the most universally-accepted and widely-used approach for
integrating public and private tourist services and attractions signage
into the highway system.
