Our registration date is Saturday October 22nd, 2001 from 2-4 pm at
Monsignor Bartlett Arena. There will also be an equipment exchange at the
same time.
The signs for anyone interested in coaching are posted around the
community. Please sign your name if you would like to be considered for a
coaching position.
Congratulations to Lori Hann who was the lucky winner of our second
$500.00 draw. Tickets are now being sold on our third draw. Thank you to
everyone who has continued to support our children in their fund-raising
efforts.
The Toronto Maple Leafs managed to hold part of their training camp at
Mile One Stadium in St. John's in September after encountering problems due
to the September 11th terrorist attacks in the United States. The Maple Leaf
organization in partnership with the NAHA (Newfoundland Amateur Hockey
Association) held a contest for a chance to participate in an on-ice skating
session with the big league team. 34 players names in the Timbits to age 12
from the Bell Island Minor Hockey Association were submitted to the NAHA
Executive for the draw.
The lucky winners were Charlie Byrne, Terry Fitzgerald, Brandon Lewis, Paul
Murphy, Scott Seward and D.J. Zver. Congratulations to the winners. You did
an outstanding job. We're all very proud of you!

SEPTEMBER HAPPENINGS

-In the early morning hours of September 3rd a lady walking by a house on
Grammar Street noted smoke coming from it. Attempts by the lady to remove
the occupant from inside the house were unsuccessful. Sgt. Andrews of the
Bell Island RCMP was on routine patrol in the area and happened on the scene
and was able to get the man out of the house. The Wabana Fire Department
also attended to extinguish a grease fire inside.
-A serious motor vehicle accident on Town Square on September 11th
claimed the life of a Bell Island woman. Our condolences to the family.
-A Bell Island man reported to police on September 11th that he had 2
motorcycle helmets stolen. The matter was investigated by police who were
able to locate the helmets and return them to the owner.
-On September 14th police took a complaint of a forged cheque which had
been passed at a local business. The matter is still under investigation and
charges are pending.
-Police attended to St. Michael's School on September 17th after
receiving a complaint that one of the students had caused a disturbance. The
student, an 18 year-old male was located and charged with causing a
disturbance and will appear in court on October 17th.
-Police received a complaint of damage to the seat of a school bus on
September 18th. Investigation revealed that a 16 year-old male was found to
be responsible for the damage. He has been dealt with by way of alternative
measures.
-Charges of causing a disturbance and breach of probation have been laid
against a 48 year-old man after an incident at the Royal Canadian Legion on
September 23rd. The man will be appearing in court on October 17th to answer
to the charges.
-Police investigated a complaint of uttering threats against a Bell
island male on September 23rd. The matter is still under investigation.
-On September 24th police received a report of a broken window at
Immaculate Conception School.
-Unknown suspect(s) broke a window with a rock at a residence on
Quigley's Line. The matter was reported to police on September 27th.
-Also on September 27th a Bell Island resident reported that her vehicle
had been intentionally damaged by someone. This matter is under
investigation
-A 63 year-old man was found dead inside his Main Street residence on
September 29th. The man passed away of natural causes.
-Several ATV complaints have been received at Bell Island Detachment.
Inconsiderate operators are reminded that should they be IDENTIFIED by
police or other citizens, they will face severe and expensive consequences.
Parents are asked to exercise discretion in allowing their children to
operate these vehicles.
Further, any ATV being operated in this Province MUST be registered and
insured. Police will be paying special attention to this. Operators who
attempt to flee from police are subject to Criminal Code charges and having
their ATV seized and/or forfeited.
For those of you who can't use a little common sense and when operating
your ATV'S, and feel it necessary to spoil the fun for the responsible ATV
operators here on Bell Island, it's hoped that you are happy!!!

AN OPEN LETTER TO COACHES

This is a letter I found in an article I was reading and thought you
would enjoy it.
Dear Coach,
Today I entrust to you my most precious and valuable treasure- my child.
before I take my place in the stands with the other parents, there are some
things I want you to know.
I have worked diligently to instil confidence and self-esteem in my child
ever since he was an infant. I have spent hours praising his efforts as he
learned to feed himself, grasp an object that seemed just out of his reach
or take his first steps. I have encouraged him to set goals and not to be
afraid to try new things. I have taught him that he is a good person with
many gifts and talents to contribute to his friends, family, school and
community. I have shown him how to be proud of his attempts and to have
faith in himself. He believes that nothing is impossible if you want it
badly enough. He has learned that the greatest compliment one can be paid is
to be given the respect of your peers. This is something that can only be
achieved by giving your best to every task you undertake. It is earned by
finding joy in the playing of the game itself and not in the final score. It
is earned by praising the success of others and not begrudging them the
amazing feeling of a job well done. I have nurtured my child and watched him
become the happy, well- adjusted person that he is today. He desperately
wants to prove himself to you. All he asks is your encouragement and the
opportunity to give his a.
After today, I will no longer be the centre of his world. Your word will be
law and your opinion will be the one that matters most. You have been placed
on a pedestal. "Coach says" will be his mantra. You are now,
officially a childhood hero. I hope you are prepared for all this job
entails. The greatest gift you can give your team is to be fair. Please
allow all your children (and they are now your children) the opportunity to
play the game. Do not make them suffer the humiliation of sitting through an
entire game on the bench. There cannot be a whole team of Wayne Gretzky's.
Children are well aware of the fact that some players have more athletic
prowess than others. Please do not point this out to a child by telling him
that Johnny is a better player than he and therefore gets more playing time.
Recognize that these children are more than just players on a team. They are
unique individuals each with his own special gifts and talents. Please give
each of them the opportunity to shine. All they ask is that you give them a
chance. You may be pleasantly surprised at the personal rewards that you
receive. You will get more satisfaction from coaching a team of children who
are enthusiastic and are encouraged to try their best than a team of top
athletes who's only focus is on winning the game.
The title of "coach" does not come without great responsibilities.
You have the ability to make dreams come true and also the power to crush
them with a single word. The decision to become a coach is not one to be
made lightly. It takes a special person to balance all that is required of
him as a coach. You have the power to make a difference in the life of a
child who may desperately need a positive adult role model in his life.
Thank you coach for making the decision to be part of my child's life. If
you need me, I'll be in the stands.

COURT NEWS

-A 20 year-old Bell Island man received 3 months house arrest, 12 months
probation and was required to pay restitution when he plead guilty to
breaking and entering a residence on Church Road. The incident occurred on
March 24th, 2001.
-19 year old female received 12 months probation and was ordered to pay
restitution after pleading guilty to theft of a bike which occurred on the
22nd of August.

Who Is Your Mental Health Counsellor?
Your Mental Health Counsellor is a trained professional who can assist you
in better dealing with any number of problem areas. You do not need to be in
crisis or mentally ill, you just need to be having difficulty coping with a
problem.
How Do I Get To See The Mental Health Counsellors?
You can be referred by any person, agency, friend, family member, or
professional and that person can come with you to your appointment if you
wish. A referral from another person or
professional, however, is not necessary to see the Mental Health Counsellor.
You can call or drop by yourself to make an appointment. You can also obtain
an appointment to discuss concerns regarding someone you care about.
If the counsellor is unavailable when you call, there is an answering
service/ machine to leave messages. Only the Mental Health Counsellor has
access to these messages.
Remember, this is your service to use how you wish!!!!!!
How Does The Service Work?
This Position is funded through Community Health to meet a need that was
identified by your community for accessible and available counselling
services. There is, therefore, no connection with any other service
previously or presently located in your area, other than as potential
sources of referrals and resources.
The service is free of charge, therefore there is no cost to you.
Appointments are usually scheduled for in the office, however home visits
can be
arranged if deemed necessary by you and your counsellor.
The counselling is provided on an individual, couple or family basis,
with potential for some groups to be offered as need arises. As well, the
counselling is confidential.
The Mental Health Counsellor is also available for consultations,
presentations and to provide information to any local community or
professional group, school class, etc., upon request. The counsellor will
also be involved with community development projects as deemed necessary.
What Sort of Problem Areas Does The Mental Health Counsellor Work With?
People could be coming to the Mental Health Counsellor for any of the
following reasons:
-support
-family problems
-stress
-information for school assignments
-grief
-adult survivors of child abuse
-gambling
-coping with unemployment
-alcohol problems
-peer pressure
-domestic violence
-teen pregnancy
-suicidal thoughts
-referrals to other services
-problem solving
-drug addiction

BELL ISLAND FOOD BANK by Marilyn Sheppard
We would like to inform our clients that November 1st registration for
the Salvation Army Christmas hampers will be taking place. It will be held
at the OLD MUSEUM BUILDING on #2 Road. It will be a one day only
registration between the hours of 10am and 4pm. We strongly encourage anyone
who will be applying this year to be there between those hours. THERE WILL
BE NO REGISTRATION TAKING PLACE BEFORE THIS DATE OR AT THE FOOD BANK. We ask
everyone to have their ID'S with them or we cannot register you. Please do
not send anyone in to register for you, you have to come yourself. The
Salvation Army have set down strict guidelines this year and we are only
here to make sure they are enforced. This is not a project of the Food Bank
we are only volunteering to help them. Thanking you in advance for your
co-operation.
On December 1st we are having our Christmas Raffle at THE BOYS AND GIRLS
CLUB from 6pm to 9pm. There will be a ham and turkey raffle spin wheel,
plinko board, bake sale, craft table, spin wheel for chocolates and salt
meat and refreshments. Anyone wishing to make a donation of any of these
goods would be greatly appreciated, if we need to pick it up please call us

BELL ISLAND BRIGHTER FUTURES

Re: Free Family Programs
I would like to take this opportunity to tell you a little about Brighter
Futures programs that are currently being offered on Bell Island. Brighter
Futures is a project funded by the Canadian Action Plan for Children (CAP-C)
which is a project of Health Canada that offers programs to children ages
zero to six years and their families. These programs are offered free of
charge with transportation and child care being provided when needed to
attend different programs. There is no criteria required to be part of these
programs, except a child must be accompanied by a parent or care giver. We
do have a program, starting October 3rd, that a child can attend without an
adult. This is our Cooking With Kids Program for ages 3 to 6 years which
allows children to cook fun foods with others there own age. Remember, any
children and their family can attend if they are part of the Bell Island
community.
I would like to invite you and your children to attend any program which
may be of interest to you. All programs are optional, you can attend when
ever, how often, and be involved as much as you wish. The programs deal with
dramatic play, creativity, water play, entertainment, story time, and
special days, just to name a few. Our core program, Parent's & Tot's, is
currently being offered on Wednesdays and Fridays from 12:15 to 2:15 in the
afternoon, with a small health snack being provided for the child. The only
thing I ask is that before you make a decision give us a call for more
information or possible attend a session to see what we have to offer for
your needs.
For the month of October we will be holding a Halloween party for the
children and during November a family outing to St. John's will be held.
Last, but not least, Christmas is not far off and we will be having
celebrations again with parents and children.
Free Family Outing - glow bowling at Plaza Bowl in St. John's on November
9th. If you have a child 6 years and under in your family than I invite you
with all the other children in your family to join us for
this free family event. Lunch and transportation will be provided free
of charge. Call the center at 488-2699 if you would like to attend with
your family.
Annual Rummage Sale This is scheduled to take place again in November
as our yearly fund-raising event. We need items to make this a success.
If you have anything you would like to donate please call the center at
488-2699 and pick up can be arranged.
NEWS FROM THE TOWN OF WABANA by Diane Butler
The Wabana Town Council wishes to advise residents that parking on
streets around town is not permitted during the period of Dec. 1st to Mar.
31st. Any vehicles parked on streets during this period will be towed away,
impounded, and vehicle owners will have to pay impounding fees to secure
their vehicles. The RCMP will be enforcing the Town of Wabana Snow Clearing
Regulations during this period of time.
We are publishing a copy of our Snow Clearing Regulations in this
newsletter.

PUBLISHED BY AUTHORITY
Pursuant to authority delegated by the Minister of Transportation under
Section s 210 and 211 of the Highway Traffic Act, 1970, the Town Council of
Wabana has made the following regulations.
REGULATIONS
1. Interpretations: In these regulations unless the context otherwise
requires:
a. "Council" means the Town Council of Wabana.
b. "Town " means the Town of Wabana.
c. "Highway" means the entire width between the boundary lines of
a highway, road avenue or thoroughfare, and for the purpose of these
regulations is intended to be defined in section 2, subsection (ff) of the
Highway Traffic Act.
d. "Vehicle" means a device in or upon which a person or property
may be transported or drawn upon a highway.
e. "Street Reservation" means the land reserved for the public
road, street, land, sidewalk or public way.
2. During the period from the first day of December in each year to and
including the thirty-first of March in any succeeding year, both days
inclusive, no person shall park an unattended vehicle upon any street
reservation within the Town between the hours of 12:00 midnight and 8:OO am.
3. At any time during a snow storm and for the twelve hours thereafter no
person shall park an unattended vehicle on any street reservation within the
town.
4. Any unattended vehicle parked on any street reservation within the
town in contravention of the regulations may be removed and impounded by the
council, and the cost of such removal and impounding may be recovered from
the owner as a civil debt.
5. Any person who violates any of these provisions shall be guilty of an
offence and shall be liable on summary conviction to a penalty as may be
prescribed by the Highway Traffic Act, 1970.
6. Prosecution under these regulations may be taken summarily by council,
any council employee, specifically authorized by the council, and by any
police constable.
7. These regulations shall come into effect on the 27th Day of January
1984, and may be cited as the Town of Wabana (Snow Clearing) Regulations,
1984.
